Policy Analyst: National Budgets (Reference S060/2013)

Purpose: Development and maintenance of accurate datafile templates and datafile records pertaining to national budget expenditure information for the in-year and the medium term expenditure framework (MTEF) budget processes. Drafting of inputs for memoranda seeking approval for expenditure allocations and for expenditure reports.

Salary: R252 144 per annum (excluding benefits)

Requirements:
- A degree in Economics, Public Management and Administration or social sciences.
- Knowledge and experience in application of legislation and practices related to national government’s budget formulation and execution processes, in particular of the Public Finance Management Act (1999)(PFMA), the Money Bill Amendment Procedure and Related Matters Act (2009) and the Treasury Regulations will be an advantage
- The ability to provide guidance, develop operational and consultation processes, conceptualise and undertake expenditure analyses, formulate recommendations and draft memoranda
- Knowledge and ability to use computers and technology efficiently, in particular MS Office.

Duties:
It would be expected from the candidate to:
- Adjusted Estimates of National Expenditure (AENE) and MTEF budget processes: Assist in gathering requirements from users pertaining to the datafile templates required to assess submissions made by departments in terms of section 30(2) of the PFMA for the in-year budget process, and in terms of the guidelines issued by the National Treasury for the MTEF budget process
- Assist in creation and maintenance of datafile templates and tables, including for publication purposes
- Gather inputs, edit and assess them in order to draft recommendations and reports
- Assist in drafting memoranda seeking approval for recommendations and reports put forward
- Verify and maintain datafile records
- Assist with the compilation and verification of financial and non-financial information contained in the Estimates of National Expenditure (ENE) and AENE publications as well as in the adjustments appropriation and appropriation bills
- Expenditure reports (regular and upon request): Assist in gathering requirements from users pertaining to expenditure report coverage
- Assist in the creation and maintenance of datafile templates and tables required for reporting purposes
- Gather financial inputs, including in data files, and non-financial inputs, edit and assess them in order to draft expenditure reports
- Monthly drawings on the National Revenue Fund: Assist in creation and maintenance of datafile templates required for the approval of departmental monthly cash flow information
- Gather financial inputs, including in data files, and non-financial inputs, edit and assess them in order to draft memoranda obtaining approval for departmental monthly cash flows
- Coordinate, verify and maintain control registers for the Office of the Accountant General.
