Requirements:
An appropriate 3-year Bachelor’s degree in the environmental management/sciences/social sciences field or relevant equivalent qualification. A postgraduate qualification, attendance of environmental management or EIA courses and GIS skills will serve as added advantages. Thorough knowledge of and experience in the National Environmental Management Act, as amended, in particular S24. Thorough knowledge of and experience in GN Regulation 543, 544, 545, 546 and 547 and its proposed amendments. Extensive experience in EIA and current involvement in the EIA sector. A minimum of 3 years in a management position in the EIA field. Thorough knowledge of integrated environmental management and its application. Knowledge of sustainable development ideals and objectives. Working experience in the administration and review of EIAs and the dynamics of EIA administration systems. Advanced computer literacy and relevant experience. Good communication skills (written, verbal and graphic).Good organising, planning and reporting skills. Problem-solving skills. Strategic thinking. The ability to work individually and in a team. The ability to work under pressure without supervision and to multitask. Willingness to travel extensively (long journeys) alone and a valid Code B/EB driver’s.
Duties:
Administer the environmental authorisation system in terms of NEMA, related to all development that are of strategic economic or social importance; i.e. Strategic Infrastructure Developments (SIDs). Review EIA reports and recommendations made by case officers. Facilitate and Coordinate Pre-application Consultation with the Presidential Infrastructure Coordination Commission (PICC) and Strategic Infrastructure Project (SIP) Coordinators. Administer and review all Strategic Infrastructure Development (SID) applications. Coordinate communication between the Department and the PICC as well as between different Branches within the Department and the Office of the DG. Implement and promote integrated environmental decision-making. Implement and promote the development of decision-support processes and instruments to streamline SIPs integrated authorisations. Implementation of and adherence to approved Standard Operating Procedures (SOP‟s) (related to NEMA, NEMWA, GN R.385, R.386 & R.387 and GN R.543, R.544, R.545 & R.546). Provide technical input to Appeals Response Reports. Support Regulatory Services with compliance monitoring and enforcement. Participate in environmental monitoring committees (EMC) or environmental liaison committees (ELC) / Authority Committees (AC) for EIA authorisations issued. Implement DEA and Public Entity EIA forums. Provide technical input into CD: IEA correspondence. Ensuring that the planning and implementation of all developments take environmental considerations into account. Representing the Department on relevant committees, forums, etc. Mentoring, managing and supervising environmental officers. Respond on Appeals, Ministerial and Parliamentary Questions
