- To support public institutions in Zambia to revise and further develop the policies as well as the institutional, legal and regulatory frameworks for unlocking the potential of renewable energy and to increase energy efficiency throughout the country;
- To build capacity of both public and private sector stakeholders to ensure adequate know-how transfer and skills development and support local actors to promote long term and nation-wide supply with cost effective, reliable and sustainable energies.
Your tasks
The Team Leader (m/f) will be in charge of coordinating and managing the overall consultancy, responding to demands from the key stakeholders and the direction of the Project Steering Committee.
S/he will have the responsibility of developing the capacity building programme and the programme estimate, in collaboration with the Imprest Administrator and the Imprest Accounting Officer, and in consultation with key stakeholders.
In addition, s/he will complement Key Expert No. 2 in providing regulatory and institutional advice and analysis to various key sector institutions, as and when required, as well as deliver capacity building activities.

Your profile
Qualifications and skills
- University degree in engineeringor in economics or in business administration, or equivalent.
- A relevant post-graduate qualification in anenergyrelated field will be favoured.
- Written and oral fluency in the English language.
- Minimum 15 years professional experience in the energy sector. Experience above 25 years will be ignored for the purpose of the evaluation of tenders.
- At least 5 years of successful experience (i.e. a total of 60 man-months) in assisting governments of developing countries in preparingsector plans and programmes (policies, strategies, road maps etc.) - preferably in the energy sector with emphasis on increasing access to modern and sustainable energy services.
- Successful experience as team leader or deputy team leader in managing similar institutional building projects:at least 1 contract– and preferably 3 or more -with a minimum approved input (cumulative, if over more than 1 project) of 220 working daysor 12 man-months.
- Experience in private sector energy projects will be considered an advantage.
- Experience in renewable energy or energy efficiency projects is a must.
- Knowledge of procedures for EU procedureswill be an advantage.
Assignment period
The intended start date is 18 December 2017 and the period of implementation of the contract will be 48 months from this date.
