- To support public institutions in Zambia to revise and further develop the policies as well as the institutional, legal and regulatory frameworks for unlocking the potential of renewable energy and to increase energy efficiency throughout the country;
- To build capacity of both public and private sector stakeholders to ensure adequate know-how transfer and skills development and support local actors to promote long term and nation-wide supply with cost effective, reliable and sustainable energies.
Your tasks
The Regulatory Expert (m/f) key responsibility shall be to provide regulatory and institutional advice and analysis to various key sector institutions, as and when required. S/he shall also deliver some of the capacity building activities.
Your profile
Qualifications and skills
- University degree in engineering, or economics, or law, or equivalent;
- A relevant post-graduate qualification in an energy related field will be favoured.
- Written and oral fluency in the English language.
- Minimum 15 years professional experience in policy making, legal and regulatory matters. Experience above 25 years will be ignored for the purpose of the evaluation of tenders.
- Minimum 10 years of experience in advising on policy, and/or legal and regulatory environment in the energy sector;
- Contribution in a technical position(i.e. not a management / coordination position) to the preparation or implementation of reform action plans or regulatory activities in the energy sector: at least 2 technical assistance projects (i.e. not studies) with a cumulative, minimum approved input of 330 working daysor 18 man-months;
- Demonstrated experience in renewable energy or energy efficiency projects is a must;
- Experience in institutional capacity building will be considered an advantage;
- Experience inareas such as access for low income households or gender equality will be considered asan additional advantage;
- Experience in Sub-Saharan Africa is a must,preferably including in-countries' assignment of 12 months or more;
- Experience in private sector energy projects will be considered an advantage.
Assignment period
The intended start date is 18 December 2017 and the period of implementation of the contract will be 48 months from this date.
