Team Leader, CIG Zambia


Cities and Infrastructure for Growth, CIG, is a 5-year DFID programme to support inclusive economic growth and job creation. Initially there will be programmes in three countries: Zambia, Uganda and Myanmar. The programme in Zambia will have approximately £15 million to provide politically engaged, high quality technical assistance and policy influencing to governments, municipal authorities and public agencies.  Locally based facilities and teams working across the range of sectors (urban development, infrastructure financing, energy, transport, water and sanitation, solid waste, ICT and housing) with access to relevant global expertise will deliver the programme.  CIG’s programme objectives are to deliver outcomes in terms of:
 
Creating productive cities through urban development
Improving access to reliable and affordable power
Increasing investment in infrastructure services
 
TEAM LEADER OVERALL RESPONSIBILITY
 
The Team Leader will be responsible for overseeing programme delivery and representing the programme, maintaining day-to-day relationship with DFID, the government of Zambia and the team. The Team Leader will have overall responsibility for delivery of log frame outcomes and output of sector leads.
 
MANAGING STAKEHOLDERS & HIGH PERFORMANCE TEAMS
 
Create overall vision, direction and leadership for development and implementation of work plan to achieve planned programme objectives and targets
Establish and maintain effective working relationships between team, relevant government agencies, organisations and programmes, development partners, private sector and civil society
Oversee and manage a team of short and long-term consultants
Monitor and report on programme activities and budgets demonstrating impact and value for money
Ensure dissemination of knowledge externally and internally and participate in international and national events to share best practices
Ensure duty of care responsibilities for programme are met
 
ADEQUACY FOR THE ASSIGNMENT
 
At least 15 years’ experience of senior leadership of teams working in complex, multi-sector, international development programme delivery
Significant experience working with developing country governments and institutional capacity development
Experience managing stakeholder relationships and leading high-performing teams in at least one CIG focus sectors and a strong understanding of linkages between these sectors
A demonstrably successful track record working with DFID, and other donor organisations
Experience working in other Southern African countries, Zambia an advantage
Experience in public and private sector finance for investment in infrastructure an advantage
Proven ability to achieve results and credibly influence stakeholders and counterparts
Strong interpersonal skills, cultural sensitivity and personal empathy
Ability to delegate, proven diplomatic skills to mediate between different but important interests
Fluency in English orally and in writing
 
GENERAL QUALIFICATION
 
Masters or equivalent professional qualification in a relevant area
