capitalism in our country (ca) [machine translation]
No to the presence of the IMF and World Bank in our region! ---- This year our country
hosts the Annual Meetings of the World Bank Group (WBG) and International Monetary Fund
(IMF), whose Board of Governors will discuss and make decisions on economic and financial
matters of overall effect for the coming period. At this meeting attended by ministers of
finance and economy, bankers, executives of multinational companies, investors and
academics (over 12 thousand participants from 188 countries), many of which are most
visible faces of savage capitalism that now suffer. ---- Note that this annual meeting is
held in Latin America after 48 years and the fact that Peru has been chosen as the venue
should be, according to Economy Minister Alonso Segura, and other spokesmen of the
Peruvian neoliberalism, that our country is "friendly and open to investments, we are a
country that interests them because they see a lot of predictability here to plan medium
and long term." That is, the dependence of Peru to the IMF and World Bank seeks to be
reinforced. Recall that the Peruvian State is considered as a "good student" regarding the
imposition of economic recipes of these agencies to further increase the gap of inequality
and poverty in our region.
For the secretary of BM, Mahmoud Mohieldin, the designation of our country as the venue
"is undoubtedly a reflection of what Peru has achieved in recent years in terms of
political stability, a stable institutional framework, economic stability, investment
attraction and integration into the world economy." These statements would have us believe
that our economy is on the rise and prosperity we enjoy today, all this combined with the
so-called "Peruvian miracle". But reality itself shows that the "miracle" crumbles on its
own cause and the current economic model "does not hold water" to the falling prices of
raw materials (copper, gold, silver, etc.) with the resulting global economic slowdown.
---- ¿"Peruvian miracle" for the world? ---- As we know, the theme for this meeting is
"shaping the future" which will seek to show the world economic bureaucracy achievements
"Peruvian miracle" and thus try to "prove" that the economies of the South are leading
actors of the neoliberal model. A trick that adds the Ministry of Economy and Finance to
add the phrase "Peru, the economic capital of the world".
The supposed strength of the Peruvian economy which both speak the government, right, and
big business has begun to crumble as soon as the global economy began to show signs of
decline and crisis. And this has been happening is not new in Peru history and repeated
whenever external commodity prices fall; that is, the immediate effect is that our economy
is in the process of slowing down or outright recession.
To accurately understand the influence that the World Bank and IMF have had and have on
Peru, the analysis needs to go beyond establishing percentages (with optimistic bias liar
as published in the official press release issued by the BCR) as it is to identify
actions, decisions understand, evaluate, learn lessons and establish responsibilities for
more than fifty years of dependence we suffer.
Needless to diligent economic analysis to realize that there has never been said is real
strength nor the Peruvian economy has grown as a result of the policies promoted by the
World Bank or the IMF. But the determining factor behind the "growth" of our economy has
been the beginning of the cycle of commodity prices, mainly of minerals in Peru; while the
beginning of his demise coincides with the end of that cycle. In addition, there are clear
indications that in fact this has not been a decade won, but rather a loss. And precisely
the policies of the WB and IMF have been a determining factor for consumption taxes rose
and imposed reduced profits.
The truth is that the story of the miracle is no such "islands of excellence" the MEF
(Ministry of Finance) and BCR (Central Bank) have long showed its limitations. The fanfare
was proclaimed growth from the previous government when we were told that "Peru is
shielded against the international crisis" or "Peru is on course to first world" were
completely false; even the former Minister of Economy, Luis Carranza (of the management
APRA) said the mineral super cycle would last another 30 years, bringing money regardless
of the brutal impact of environmental contamination that exists or displacement of entire
communities product mining and have generated increasing waves of protest against the
extractive model in our country. That is, once again in October there are no miracles.
The BM chain or submission
WB institutional growth has been accompanied by the expansion of its agenda through loans
limited clearly and directly the sovereignty of the countries with which it relates
(controls). Recall that his duties began on rebuilding postwar Europe to fill gaps in the
private capital markets, subsequently intervening in Latin America through loans for
infrastructure projects and then generate constraints with borrowing countries.
This facilitated the BM starts to act as technical adviser and monitor the economic
policies of successive governments, and political liberalization of international trade
and capital flows, labor market deregulation, privatization of public enterprises is
promoted, etc. . This part of the Washington Consensus or the imposition of an economic
model shaped from the US for use in the South. All this to safeguard the interests of big
capital and imperialism.
Although at present the Bank has refused to intervene in political affairs, the facts say
otherwise, the condition of many of their loans to "strengthen institutions, improve
governance and fight corruption" seeks to create legal certainty to promote higher levels
of economic growth and increasing investment, promoting transnational and multinational
figures responsible for terrible pollution, predation, corruption, labor exploitation and
destruction on the planet, under the protection of international standards accepted by the
submissive governments.
And just this fact should be noted that the World Bank, the IMF, the World Trade
Organization (WTO) seeking to secure a policy framework that promotes a special regime for
the protection of large capital and investors. The scheme operates from the signing of the
Bilateral Investment Treaties (BITs), which contain various clauses to ensure "legal
certainty" of investments, which explicitly stipulates that the State undertakes not to
interfere in any way with the investment, and this threatens national sovereignty or the
people themselves.
This investment protection can also be found in the more than 10 free trade agreements
(FTA) signed by Peru and negotiations (secret) for the Trans-Pacific Partnership Agreement
(TPP, for its acronym in English). About us we stress that the latter Ollanta Humala,
through the Minister of Foreign Trade and Tourism, Magali Silva, looking sign at all costs
the TPP, knowing that this agreement is designed to perpetuate the developing countries
like Peru in relations unequal trade with countries of advanced economies like the US,
Japan, Canada and Australia.
Among the alarming aspects of this treaty it is that the capacity of member countries,
such as Peru to approve regulatory legal standards to protect public health, safety and
the environment would be reduced, because it would create its own mechanisms for
investor-state solution, that would allow transnational capitalist sue the local
government when they feel a regulation will affect its earnings. Private arbitration would
be binding, even if the decision was contrary to national laws. An example of this is what
is happening with the demand for US $ 800 million US company Renco to determine if it can
continue operating a metal foundry in La Oroya, one of the 10 most polluted places in the
world and also seeks to evade the payment of compensation for victims and restoring the site.
Prepare the counter
Amid this context of meetings and agreements antihuman capitalists, we see how the
government of Humala justify their decisions about policies extraction (Conga, Tia Maria,
etc.) alleging the threat from transnational companies to sue the state before the
International Arbitration Centre of Investment Disputes (which is part of one of the five
institutions of the World Bank Group) Differences.
And do not forget that this same government is promoting legislative reforms silent as
so-called "paquetazos" against the environment and the rights of indigenous peoples;
seeking to undermine their autonomy and self-determination or facilitate access to land
for investment projects (oil, mining, etc.) in indigenous territories. These are policies
promoted by the World Bank through a program that ranks the economies of countries in
terms of mechanisms to facilitate their business.
As we know, our country has a long history of abuses against the environment and workers
by enterprises; and recipes that will be held again from the World Bank and IMF meeting in
Peru as well as the resolutions of the TPP agreement, our country could be sued if to
"change" something in the legislation to "protect" workers and the environment, no matter
how unreasonable or discriminatory are, as long as it affects earnings of companies.
It is clear that capitalism seeks to strengthen its system of exploitation and submission
either through colonial and imperialist wars, or from treaties and trade agreements that
despoil us of raw materials and basic resources. The rules are given from the heart of big
business and no matter the color management in the government seeks to perpetuate the
subjugation of our peoples. But we must not forget that the same situation generates
social weariness and the popular protest against the current system. It is from the facts
themselves that we must to forge real and genuine anti-capitalist alternatives that enable
a better society here and now. Against the globalization of misery and subjugation we
oppose the globalization of resistance and struggle. It is the socio-economic
self-management as strategic bet that we can guarantee the collapse of capitalism and the
construction of a new world.
