administration of organizations bringing together an equal number of representatives of
employers and employees. In France, this model appeared for the first time through the Act
of 19 October 1946 establishing the status of the public. Even though it was the subject
of decisions spread over time, throughout the administration (state civil service,
hospital and territorial), the relationship between state officials and union boss
organizations have built around this model, which both strengthens the role of unions and
