Requirements:
A three year tertiary qualification (B degree or National Diploma) in Public Administration or Business Management with minimum 2 years’ experience in a monitoring and evaluation environment, especially within the Public Sector. Knowledge of Provincial treasury regulations , policies, frameworks, guidelines and prescripts applicable to the Public Service. Excellent communication (written and verbal) and presentation skills. Analytical and research skills. Knowledge of monitoring and reporting practices. Ability to work in a pressurized environment independently and proactive. Knowledge, understanding and practical application of the framework for strategic and annual performance plans, development of business plans and reporting requirements.
Duties:
Assist in driving Results-Based Monitoring and Evaluation and performance monitoring and reporting of core programmes. Assist in ensuring that the department’s reporting and tracking system is in line with the department’s annual performance plan. Monitor the implementation of an organizational performance, monitoring and evaluation system aligned to policies, strategies, guidelines, directives and procedures for Monitoring and Evaluation. Co-ordinate the administration and logistics for quality assurance sessions, engagement sessions with core programmes in respect of quarterly reports and all other meetings arranged by the Strategy Management Chief directorate. Ensure alignment of departmental policies, strategic planning, annual performance plans and budget processes. Collate and coordinate monthly and quarterly progress reporting and compile monitoring and evaluation reports. Evaluate progress of projects undertaken by the core programmes. Conduct research to contribute to continuous improvement of organizational monitoring and evaluation planning. Oversee the administration of all Monitoring & Evaluation recommendations and action plans between Strategy Management and the relevant programmes. Coordinate the POA process by collecting and collating responses from core programmes. Be responsible for the coordination of the legislature queries. Research on the development of monitoring & evaluation policies (frameworks, guidelines and templates) and co-ordinate organizational outcome and impact. Ensure exchange of regular information between the Strategy Management unit and core programmes.
