| Fairfax, Va. — The executive director of the National Rifle Association Institute for Legislative Action, Chris W. Cox, released the following statement Monday regarding the United States Supreme Court's denial of petition in the case of Peruta v. California: "We are disappointed in the Court's rejection of the appeal in Peruta v. California, which now leaves millions of law-abiding Californians with no ability to bear arms outside the home. As Justices Thomas and Gorsuch correctly stated, too many courts have been treating the Second Amendment as a second-class right. That should not be allowed to stand. As the Supreme Court stated in its landmark decision in Heller v. District of Columbia, the Second Amendment guarantees an individual right to keep and bear arms for self-defense. The framers of our Constitution did not intend to limit that right to the home. We look forward to a future Court affirming that the right to keep and bear arms is as much a part of our Constitution as the other enumerated rights that it protects. We will not stop fighting until a future Court affirms this fundamental right." | |

| NRA Applauds Sen. Crapo for Introducing Hearing Protection Act | |
| Fairfax, Va.— The National Rifle Association Institute for Legislative Action (NRA-ILA) applauded Idaho Sen. Mike Crapo on Wednesday for introducing the Hearing Protection Act, an important bill that eases restrictions on tools that help gun owners and sportsmen protect their hearing. Similar legislation has been introduced in the U.S. House (H.R. 367). "The Hearing Protection Act would make it easier for sportsmen to purchase the tools necessary to protect their hearing," said Chris W. Cox, executive director, NRA-ILA. "Many gun owners and sportsmen suffer severe hearing loss, and yet sound suppressors – a tool that can reduce such loss – are overly regulated and taxed." The Hearing Protection Act, S. 59, would remove suppressors from regulation under the National Firearms Act, replacing the current process with a National Instant Criminal Background Check. In addition, the bill would reduce the cost of purchasing a suppressor by removing the $200 transfer tax. Suppressors are often mischaracterized. Unlike in the movies, they do not "silence" the sound of a firearm. By reducing the decibel level made by a firearm to a safe range, suppressors reduce hearing damage for those who shoot and hunt. S. 59 would make it easier for gun owners and sportsmen to purchase suppressors in the 42 states where they are currently legal. Purchasers would have to pass a background check prior to a sale. "Gun owners and sportsmen should be able to enjoy their outdoor heritage with the tools necessary to do so safely. This bill makes it easier for them to do that," concluded Cox. | |

| Federal judge orders D.C. officials to stop enforcing provisions that bar most residents from carrying firearms | |
| Fairfax, Va.— The National Rifle Association (NRA) today responded to an order issued by a federal judge in Grace and the Pink Pistols v. District of Columbia that instructed D.C. officials to stop enforcing provisions of the city's code that barred most D.C. residents from carrying firearms for self-protection. "Today's order is a victory for Second Amendment rights and has real implications for the safety of law-abiding citizens," said Chris Cox, executive director of the National Rifle Association's Institute for Legislative Action. "The Supreme Court has held that the Second Amendment protects the core right of self-defense in the home, but as the District Court today reaffirmed, that right is just as important to ordinary citizens commuting to work or shopping for groceries in an unsafe neighborhood." In the ruling issued today, Judge Richard J. Leon of the U.S. District Court for the District of Columbia concluded that the district's law is likely unconstitutional and that the plaintiffs who are challenging it in court would be severely harmed if the district were allowed to continue to enforce its ban while the lawsuit went forward. The judge held that the district's "overly zealous . . . desire to restrict the right to carry in public a firearm for self-defense to the smallest possible number of law-abiding, responsible citizens" unconstitutionally flouted the Second Amendment. In 2008, the Supreme Court struck down a D.C. law banning most citizens from possessing handguns at all, reasoning that such a ban was flatly inconsistent with the individual right to keep and bear arms guaranteed by the Second Amendment. The district continued to enforce its ban on carrying firearms in public even after that ruling, however, and a federal district court struck that separate ban down in 2014. The district responded by enacting a new "licensing" scheme that only allowed its residents to carry firearms in public if they could show a specific, documented need for self-defense—for example, by proving that they had been attacked or were receiving death threats. The city issued a minuscule number of licenses, and the scheme had the practical effect of a full ban. "Legislation that restricts the law-abiding does nothing to reduce crime and is unconstitutional. The NRA is glad that fact was recognized in federal court today," concluded Cox. The ruling prohibits law enforcement from enforcing the concealed carry ban temporarily while the constitutionality of the ban continues to be argued in court. The NRA will continue to support this suit financially. | |
