If you somehow manage to get a key mining permit more quickly than expected in Nica, that is not something you go around boasting about in public afterward. That's more something you should gently insert into the conversation at a later date, kind of, "Oh, we're permitted to a thousand, didn't you hear? Got that a few months ago, no biggie...".
