(JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five year project which will be led by JSI in partnership with Abt Associates,mothers2mothers, and the Catholic Medical Mission Board, will work to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.
SENIOR LABORATORY SERVICES ADVISOR
Job Summary
The purpose of this job is to improve the wellbeing of people on ART through timely and accurate laboratory investigations in the era of antiretroviral therapy which have become even more important with the UNAIDS 90, 90, 90 strategy in addition to effective patient care. Biomedical scientists are now becoming critical members of ART teams in health facilities and communities. The incumbent, who must be fully registered with the Health professions Council of Zambia, will report to the Director of Clinical services at headquarters.
PROVINCIAL NUTRITION COORDINATOR
Job Summary
The purpose of this job is to improve the wellbeing of people on ART through nutrition assessment and counselling and services (NACS) support. The Provincial Nutrition Advisor for Central Province will be responsible for provincial and district-level coordination and technical guidance to HIV/AIDS and nutrition activities; and quality improvement of health and nutrition services. S/he will work closely with the Lusaka-based Senior Nutrition Advisor as well as other staff in Central Province to ensure quality monitoring of nutrition activities. S/he will establish and maintain close and effective liaison with the staff of partners and other similar programs from provincial to community levels to facilitate flow of information and to stay abreast of current trends in nutrition and HIV/AIDS management. This position will report to the Provincial Clinical Director of Central Province.
INFORMATION TECHNOLOGY SPECIALIST
Primary Responsibilities and Duties
SUPERVISION AND REPORTING: The IT Specialist will work under the guidance and supervision of the IT Manager
Specific responsibilities will include, but not be limited to, the following IT support for HQ and 3 Provincial offices including:
Setting up of LAN infrastructure setup and user equipment.
Provide IT support to staff and consultants of USAID/PEPFAR SAFE by providing end-user support and issue resolution both on-site and remotely. Also identify computer-user problems and coordinate to resolve them.
Manage, monitor and troubleshoot networks, intranet and internet connectivity throughout the organization. This also includes administering network workstations, maintaining LAN user documentation, researching and recommending network and server hardware and software.
Periodically review and analyze user requirements, procedures, and problems to automate or improve existing systems; and review computer system capabilities, workflow, and tasks and meetings scheduling limitations.
Document network processes, procedures, problems and resolutions for future reference while also maintaining system documentation and logs.
Carry-out in-house preventative maintenance of all computers, network devices and power back-up systems.
Troubleshoot networks, systems, and applications to identify and correct malfunctions and other operational difficulties. Also to maintain and troubleshoot other accessories such as copiers, scanners, projectors and printers.
Develop and conduct various training and instruction for system users by researching and analyzing user-training needs to develop computer-based training on operating systems, relational databases, and other applications; and assist users in maximizing use of networks and computing systems.
Develop and implement a strategy for backup and security system for electronic files. This also includes assisting in developing, implementing, testing and maintaining server level disaster recovery plans; perform regular and on-demand system backups and recoveries. Plan and implement network security, including managing the firewall, applying cryptography to network applications, managing host security, file permissions, file system integrity, and adding and deleting users.
Research, analyze, troubleshoot and resolve telecommunications related problems especially with the phone network for the office.
Support installation and roll-out of web and computer-based project systems including SmartCare.
Perform other duties as assigned.
INFORMATION TECHNOLOGY MANAGER
Primary Responsibilities and Duties
SUPERVISION AND REPORTING: The IT Manager will work under the guidance and supervision of the Deputy Director of Finance and Operations
Specific responsibilities will include, but not be limited to, the following IT support for HQ and 3 Provincial offices including:
Administration and Management:
Provide direct supervision for the IT Specialists/Officers, including development of individual roles and responsibilities, and conducting annual performance appraisals with supervises.
Maintain up-to-date inventory of IT equipment and software including maintenance of a backup of all software media and licenses.
Maintain & monitor a log of backups and ensure that there is appropriate business continuity & information security, including provision of site back-up media at agreed schedules.
Maintain and monitor the helpdesk system.
Maintain and implement a schedule for preventative maintenance of all equipment.
Coordinate with vendors on warranty claims.
Maintain, track and ensure implementation of service level agreements with vendors.
Provide timely updates on systems administration and user support activities to the Senior Management
Supervise the regular testing of backups and ensure availability of appropriate platform for systems recovery.
Maintain and monitor internet functionality and usage and liaise with ISPs to ensure restoration of service when there is degradation or downtime.
Conduct monthly, quarterly and annual requirements assessments and coordinate with the Deputy DFO in scheduling procurements.
Assist in maintaining, implementation and ensuring compliance with the IT policy and procedures.
Support installation and roll-out of web and computer-based project systems including SmartCare.
Maintain a complete network and infrastructure documentation.

DRIVER
Job Summary
The Driver will work with all project staff and partners, as well as short-term consultants. The Driver is responsible for transporting staff and vehicle maintenance. The Driver will report to the Lead Driver.
LEAD DRIVER
Job Summary
The Lead Driver will work with all project staff and partners, as well as short-term consultants. The Lead Driver is responsible for managing the fleet in the Central Province as well as transporting staff and vehicle maintenance. The Lead Driver will supervise the Drivers in Central Province and will report to the Finance and Administration Manager.
COMPLIANCE SPECIALIST
Job Summary
The Compliance Specialist will work closely with finance and operations staff as well as all project staff and partners, to ensure that project policies and processes are understood and consistently implemented and documented by staff in Lusaka and Provincial offices. The Compliance Specialist will report to the Director of Finance and Operations.
