Required competencies
•Master studies in law, justice or a related field;
•A minimum of ten years’ experience and expertise in the field/sector of rule of law, trial monitoring or court administration programme design, implementation and evaluation;
•At least three project evaluations conducted in the last five years ideally in the field of rule of law;
•Knowledge of Albania with focus on topics such as rule of law and trial monitoring;
•Experience in project cycle management;
•Experience preparing and analysing a theory of change;
•Experience and expertise in evaluating cross-cutting issues;
•Experience in social science methods;
•Excellent oral and written English skill, with Albanian language skills would be an advantage;
•Sound MS Office and IT skills.
