I. University degree or equivalent professional experience/qualifications of at least 15 years for the program;
II. A minimum of 15 years senior police experience including a minimum of 5 years international experience, preferably in the Western Balkans region;
III. Knowledge and experience of managing community policing approaches and change management programs;
IV. Excellent spoken and written skills in English, with working knowledge of Albanian being an added value.
