Americans setting ground rules and conditions for invading the USA

Over the years the Americans have been setting and defining the
conditions to invade a country. The same conditions would be the
legitimate reasons for the invasion of the USA. And when other countries
are able to do so, the Americans cannot cry foul, that only the
Americans can use these reasons to invade other countries but other
countries cannot do the same to the Americans.
