Stop for a moment, think together, get in tune. This was the purpose of the AL congress, 
which brought together some 100 delegates to Nantes from 3 to 5 June to take stock of the 
situation on the eve of the Labor XXL law announced by Emmanuel Macron. ---- XIII th AL 
Congress has been, essentially, a cohesion of Congress. It did not reveal any deep 
divergences within the federation, and the confrontations were quite constructive and 
respectful of the different sensibilities. "  Progressing together  " could be the formula 
concluding these three days spent at the Manufacture des Tabacs in Nantes. ---- For once, 
the agenda was not saturated with texts to be discussed in plenary sessions, which allowed 
for free discussion workshops to be set up on various themes: business / trade unionism ; 
Antipatriarchy ; Web ; Monthly Alternative libertarian ; The desire to "  change scale  " 
by questioning the militant mode (rhythm, jargon ...). A meeting of women activists was 
also held in a non-mixed manner, as now at every federal AL meeting.

Exhaustion of the strategy of the anti-capitalist fronts

The 2015-2017 activity report does not list all that the local groups have done in two 
years - something impossible - but discloses the "  general trends  " of LA's action on 
the fighting fronts: enterprises / Social movement (opposition to the Labor law and 
contestation of the state of emergency) ; International solidarity (aid to migrants and 
support to the Kurdish left) ; Anti-racism (denunciation of police offenses and 
participation in the Resume Initiative) ; Ecology (struggle of Notre-Dame-des-Landes and 
protest of Cop 21) ; Feminism (campaign against violence against women, call for a women's 
strike on 8 March) ; Culture (anniversary of the 80th anniversary of the Spanish Revolution).

The general orientation motion takes note of the exhaustion of the strategy of the " 
anti-capitalist fronts  " carried by AL since 2007, a strategy which has recorded some 
local successes but "  could not be sustained, Engagement of non-encumbered individuals, 
or lead to a national framework  ". This does not call into question the will to build a 
broad anti-capitalist movement, but without a "  permanent framework  " and with "  more 
flexible forms  ".

The congress was held at the Manufacture des Tabacs in Nantes.
Finding ways to mobilize mass

Let the revolutionaries stick together, we need them in the period, which AL wanted to 
analyze without catastrophism but with lucidity:

Social decay, decommissioning, deindustrialisation, popular districts wrecked, disaster 
areas ... These are the ingredients of a social revolt. Accumulation of defeats for the 
social movement, racist attacks unleashed against Rroms and Muslims, speech of 
sovereignist withdrawal on a "national capitalism" ... There are elements of a deviation 
of this social revolt towards scapegoats and False solutions. Empowerment and impunity of 
the police forces, a state of emergency ad æternam, reduction of democratic freedoms and 
safeguards, strengthening of social control and State supervision ... There is the means 
of a possible authoritarian regime, fascistic.

Faced with this, we must find the ways of mass mobilization, taking into account the 
increasing impact that repression will have on " extralegal " action .

The return on the movement against the Labor Law, one year away, concretely discusses the 
tools of the struggle (union action interpro AG, practical economic blockades, "  ruckus " 
...), and its shortcomings: "  How many revolutionaries among the truckers, dockers, 
cleaners, refiners who blocked the country ? Too few.  " Unless we believe that we can 
change society through elections, or by a minority activism-spectacle, it is crucial to 
settle permanently in the places of production, including the takeover by the first 
concerned. Is the sine qua non of a self-managing socialism. It is a real challenge that 
calls for "  voluntarism without blindness  ".

Sustainable location at production sites

The environmentalist motion advances AL's reflection on "   the place of humanity in the 
living world   " by exploring the transformations that would be necessary in urban 
planning, the agricultural model, the food paradigm (advocating a "   Significant 
reduction in meat consumption   ") and land-use planning in a society rid of capitalism.

The motion on digital technologies and free software commits AL to "  contribute to the 
development of a counterculture, then a real popular culture of free software, which 
gradually marginalizes commercial and proprietary software  ". A Librist commission was 
created that will help local LA groups to seize these tools, especially those promoted by 
the popular education network Framasoft .

Organizationally, LA's bylaws have been groomed to align them with the reality of federal 
operations. The democratic procedure to be applied in case of sexual assault by an LA 
activist has also been enhanced in the light of experience gained - AL is a women-friendly 
organization closed to violent men and a member has been excluded For this reason in 
January 2017.

Finally, the federal secretariat has been half renewed and rebalanced  ; It now includes 
12 comrades (8 men, 4 women   , 5 in Ile-de-France, 7 in other regions). Alternative

FRIENDSHIP MESSAGES FROM RIO TO RAQQA

Delegates from CGA, NPA [1]and Ensemble had the opportunity to speak on the first day. 
Other organizations - OA, UPML - sent a message to the delegates. Several organizations 
from the Anarkismo libertarian communist network also sent messages: FARJ and FAC (Brazil) 
  ; The FA de Rosario (Argentina), the FAU (Uruguay)  ; The OSL (Switzerland).

In a message of friendship, the Kurdish Democratic Council in France hailed the "  frank 
and uncompromising support  " AL "  in the development of democratic confederalism project

UPDATE: since the publication of this article on the afternoon of Monday 10th July 2017, 
Larissa Reed, Executive Director for Neighbourhoods, Communities & Housing at Brighton 
council has been in touch to arrange a meeting with Brighton SolFed and the Bobby Carver 
campaign within the next two weeks. We look forward to hearing how the issues raised below 
are going to be addressed, and about the changes the council is going to put in place to 
ensure 'the safest homes possible' for everyone... ---- On Friday 16th June, along with 
Brighton Sisters Uncut, Brighton Solidarity Federation organised a solidarity demo and 
fundraiser for the residents of Grenfell tower. We did this to show solidarity, to draw 
attention to the continuity between the practices of Kensington & Chelsea council with 
those of Brighton, and to try and raise some money for the residents. The demo heard from 
a number of tenants in Brighton being neglected by the council. These included Bobby 
Carver - who is paraplegic and who is currently housed in an attic flat - and his 
campaign. They explained that since 2012, Bobby's housing situation has been shaped by a 
series of shocking decisions by council officers systematically ignoring or overruling 
professional and medical opinion advising that his home is unsafe. Council officials have 
also lost documents, delayed decisions, and persisted in offering alternative 
accommodation deemed unsafe by medical professionals. As a result, Bobby is stuck in an 
attic flat which fire services described during an inspection as "a death trap".

The demo also heard from Brighton SolFed member Steve, a severely visually impaired tenant 
who has epilepsy and memory loss. He explained that his flat is structurally damp, 
hazardous, and dilapidated. Since this was reported to the council in early 2016, the 
Private Sector Housing team has: not visited his flat to undertake an assessment of it; 
changed their version of events when challenged; left him to negotiate a complex situation 
regarding these now planned renovations (which are only in place because of the efforts of 
his organising), with the council offering no oversight of this process to ensure that he 
receives the appropriate legal protections.

Members of Brighton Benefits Campaign and Brighton Migrant Solidarity also spoke about the 
housing situation for claimants and migrants in Brighton, and a statement was read out 
from the Fire Brigade Union. There was a militant mood at the demo, despite attempts by 
the newly-elected Labour MP for Kemptown, Lloyd Russell-Moyle, to try and pin decades of 
State neglect and violence on 'Tory cuts'. Perhaps he should have listened a little more 
closely to the stories of what Brighton's Labour council has been doing to its residents.

Following the demo and fundraiser, on Monday 26th June, Brighton SolFed delivered leaflets 
to a number of high rise blocks in the city, offering our solidarity and support to any 
tenants who might be organising to ensure their safety as a result of the fire at Grenfell.

The following day, we received an angry email from Larissa Reed, Executive Director for 
Neighbourhoods, Communities & Housing at Brighton council - who earns upwards of £100,000 
a year - informing us that our leaflets were inaccurate. This, Ms Reed said, was because 
since Grenfell, the council had decided to speed up the installation of sprinklers in 
council-owned tower blocks in the city, which was previously going to take until at least 
2025.

We replied to say that this is the minimum that the council should be doing. We also 
pointed out that Brighton council has been systematically neglecting its most vulnerable 
tenants for a while now, as in the cases mentioned earlier. We know there are many, many 
more stories like this.

Ms Reed assured us that she wants to 'ensure we have the safest homes possible' for all, 
that 'concerns are heard and acted upon', and that she would be 'happy' to meet 'face to 
face'. OK then, we said; meet with Bobby and with Steve, hear about the hell that the 
council has put them through, and do something about it. Do something not only to fix 
their situations, but to ensure that Brighton council no longer places or leaves any 
tenant in dangerous housing.

We haven't heard from her since then. It would appear - predictably - that what upset the 
council was not that we had not included the (as far as we're aware, not yet widely 
publicly known) plan to speed up the fitting of sprinklers. What upset them - and what 
continues to upset them - is tenants and organisations in solidarity with those tenants 
drawing attention to their neglectful practices and placing pressure on them to stop 
these, and to start making our homes safe.

Soon, it will be exactly two and a quarter of what squat Cibulka in Prague's Košíre has 
besieged a massive police army to protect the right of Oldrich Vanícek's owner to leave 
the farm calmly. Even then, the extensive chateau had a long history. Let us remind you of 
the ancient one, which dates back to the fourteenth century, and look briefly at a modern 
history that is perhaps more interesting. ---- On the other hand, Cibulka used to work as 
a cultural center for some time on the basis of an agreement with Vanicek, who was unable 
to sell the object and faced the fines from the keepers because he let it fall apart. 
However, the deal ended when the police arrived at Cibulk at the end of 2008, when the law 
bodies - allegedly investigating the perpetrators of a robbery attack - got into a squat 
squad battle in the castle. The result was three wounded cops, four residents of the 
castle accused of attacking a public official and the end of an agreement with the owner.

Cibulka once again lived in the summer of 2009 to protest the cleansing of Villa Milada 
and again three years later. Both occupations ended in a police action, but the other was 
another deal with Vanicek. This time, Cibulka lived for three years, creating a permanent 
community and a certain reputation around her.

Vanicek decided to stop at the end of March 2015, when he denounced the treaty that kept 
the balance between him and the squat squad. Of course, the manor did not leave. So the 
owner sent a strange, royal-militant masked guard with knives and gas pistols to the 
place, which annoyed at the entrance until May 6, when a final strike came in the form of 
a police raid.

As absurdly oversized and dramatic, various liberals criticized it. For a few dozen people 
in the mansion, a hundred and thirty heavens were covered by a water cannon. They followed 
up with the usual rudeness, when several people were injured and ten arrested. One of the 
detained, Mark D., Then accused of abolishing housing law. His conditional condemnation to 
two months at the end of May returned to the Constitutional Court.

Nowadays, an ignorant past history rises from Poštovka to Cibulka, and probably does not 
even realize it was a squat. The object is gradually disintegrating, in the best condition 
of all, it is probably a perimeter wall. The sign on the entrance gate warns that the 
castle is guarded by a security firm and the front wall is equipped with a barbed wire and 
motion detection device.

If a potential visitor does not want to try his dexterity, he can easily find another way 
in. The wall around the back of the Cibulka is a ridiculous obstacle for a more capable 
person, not to mention the giant hole in the fence that the person in question finds with 
some luck.

Inside is not - in short - almost nothing. Part of the walls crumble and graffiti 
reminiscent of the former glory of the Onions slowly fade away. The only new thing is 
motion-responsive lighting and a caravan, which probably acts as a threat to Vanek's 
unnamed visit. No one in it, and all the security of the front wall and the gates are 
absurd. Like all the efforts of the owner and the state of Cibulka to defend against 
squatting. The result of all these reprisals and raids is that Vanicek has a trailer 
stored in the overgrown garden.

Cibulka When a person leaves, you may notice a little luck inscription on the back gate, 
which asks rhetorically "That's what you want?"

A similar bitter question remains, even if the visitor leaves Cibulka and all Košíre 
behind. Who actually benefits from squatting? The building itself? Hardly. Town? Not in 
the least. It benefits only the dubious order of capitalism and the right to let the 
houses dilapidate and leave no one to live in them, let alone to do a culture or even a 
policy.

We have no reason to respect this right. Now that the right-wing politicians and the 
agitators are slowly preparing for further actions against the Zizkov Clinic, it is time 
to mobilize for future defense. Squats are labels of free life, social experiment, and an 
important background for autonomous politics. The place of meeting people, a place for 
life, for joy and learning of cooperation and solidarity.

Only a few are then more gloomy and raging more anger than a few years of empty squat. 
When a person stands in the middle of an empty room where people once lived, it almost 
feels like the whole house has been killed by killing.

For the time being, the state has managed to kill almost every "open" squat, which has 
objected to it politically and physically by its illegitimate presence. It is time to 
interrupt the series of victories, best once and for all.
