The Development Bank of Zambia (DBZ) is a development finance institution that provides competitively priced tailor-made financial and advisory solutions to viable local enterprises as a catalyst to economic development.
The Bank is looking for suitably qualified persons to fill the following position:
CHIEF FINANCE OFFICER (01)
JOB SUMMARY
This is a Senior Management position. Reporting to the Managing Director, the Chief Finance Officer will be responsible for managing the Bank’s Finance Department by ensuring that appropriate financial management policies and procedure frameworks are in place in accordance with relevant regulations and international financial standards.
Main Duties and Responsibilities
Planning
  • Assist in formulating the Bank’s future direction and supporting tactical initiatives
  • Develop financial and tax strategies
  • Manage the capital request and budgeting processes
  • Develop performance measures that support the Bank’s strategic direction
Operations
  • Participate in key decisions as a member of the Executive Management
  • Maintain in-depth relations with all members of the management team
  • Manage accounting. investor relations. and tax matters
  • Oversee the Bank’s transaction processing systems
Financial Information
  • Oversee the issuance of financial information
  • Review regulatory reports
  • Report financial results to the Board of Directors
Risk Management
  • Understand and mitigate key elements of the Bank’s risk profile
  • Devise reliable control systems and incorporate them in accounting policies
  • Ensure that the Bank complies with regulatory requirements
  • Maintain relations with external auditors
Funding
  • Monitor cash balances and cash forecasts
  • Arrange for debt and equity financing
  • Invest surplus funds
  • Maintain banking relationships
Capital management;
  • A thorough understanding of the legal and regulatory framework;
  • A thorough understanding of International Financial Reporting Standards.

  • Excellent financial and management skills
  • Analytical and numeric skills
  • Ability to create innovative solutions to business challenges and make informed and effective decisions
  • Good interpersonal and communication ski IIS
  • Self-motivated
  • High integrity
Education, Experience and Qualifications
  • Degree in Accountancy or Full ACCA/CIMA, Master’s Degree will be an added advantage
  • Fellow of ZICA and ACCA.
  • Minimum I years work experience with demonstrated experience of working in a busy reputable institution at senior management level.
This is a 3 year contract job which will be renewed based on performance.
