TALENT DEVELOPMENT & MANAGEMENT OFFICER
ROLE PURPOSE
Responsible for the implementation of the Authority talent management and learning and development framework to ensure systematic management of learning system and creation of talent pool with clearly mapped out growth paths for placement in key positions.
KEY RESPONSIBILITIES
- Plans and implements Talent and Succession Planning framework to ensure full adherence
- Develops strategies to ensure transparent and systematic identification of talent within the Authority Creates talent pools and maps out clear growth path to ensure attainment of required competencies for consideration to move into key roles
- Creates assessment tools to identify required competences and establish status of readiness for each candidate
- Creates data base of all staff competencies and record their progress daily
- Develops a pool of technical and behavioural competencies required for each role and points out developmental stage of each officer and growth momentum
- Develops and implements learning and development strategies to ensure that staff learning outcomes are met annually
- Undertakes coordination of staff learning needs, departmental and organizational assessments to ensure that the needs for all the three players are addressed through TD and OD Develops Organization Development strategies annually to ensure that the Authority fully utilises staff competencies
- Undertakes coordination of staff evaluation after undergoing learning intervention to ensure return on investments
- Prepares custom made programs to address internal and work related challenges as identified Administers staff engagement assessments and prepares reports for Management decision
- Develops annual learning budgets with supporting annual staff growth plan to defend the budget for all learning interventions
- Spearheads in the implementation of learning Plan through careful mix in blended learning initiatives
SENIOR REGISTRY & RECORDS OFFICER
ROLE PURPOSE
Responsible for establishment and maintenance of the Authority’s centralized registry to enable it fulfil its goals and contribute to the smooth and efficient running of the institution.
KEY RESPONSIBILITIES
- Sets up and establishes the Authority manual and electronic registry
- Develops systems of storage and retrieval of documents and information from registry
- Develops monitoring mechanisms for movement of files and registry information
- Develops and implements disposal policy of data
- Develops appropriate measures for achieving of data Keeps in safe custody Authority documents files
- Maintains the library and orders relevant books for reference by Management.
REGISTRY OFFICER
ROLE PURPOSE
To provide administrative and organizational support to the Senior Registry Officer to ensure effective systems are operational for receiving, recording, storage, retrieval and dispatch of documents and parcels.
KEY RESPONSIBILITIES
Ensure maintenance of registry system focusing on achievement of full compliance Provides direction on day to day operations of the Registry Coordinates the maintenance of all correspondence and records in the Registry Develops and coordinates work schedules to ensure there is adequate service coverage Ensures the security and protection of a variety of records from damage and unauthorized use by establishing and enforcing security procedures for all records in the Registry.
