Cultural Communications Specialist- Lusaka
Position Description
The Cultural Communications Specialist is a full time position on the USAID funded Zambian Community HIV Prevention Project (ZCHPP). He/she will represent Plan on this consortium. The position has dual reporting line to the Project Manager (Plan) and technical specialist (PACT). The Cultural Communications Specialist will play a cross-cutting role, working in tandem with the SBCC Specialist to adapt HIV and other health campaign issues into culturally-sensitive and appropriate communications messages.
Key areas of responsibility include:
- Support the SBCC Specialist in adapting existing and developing new HIV materials into culturally-sensitive and appropriate communication messages
- Contribute to designing the campaign and broadcasted messages to reach targeted audiences
- Play a key role in community entry processes for the ZCHPP
- Address norms, misperceptions and stigma to increase health services acceptability
- Provide technical guidance for engagement with traditional and religious leaders
- Ensure Plan’s CCCD and child protection principles are fulfilled during project implementing, monitoring and evaluating, and reporting.
- Contribute to the documentation of achievements and best practices in the area of cultural communications on the project for internal and external circulation
- Keep track of the developments and continued review of ZCHPP and national policies in the area of on cultural communications
- Support and build the capacity of local partners to deliver culturally sensitive and appropriate messages
- Identify, train and support “HIV prevention champions” in carrying out SBCC messaging
- Contribute to trainings around gender inequality, sexual and gender-based violence (SGBV), gender norms and cultural practices that lead to SGBV.
- Support male champions to serve as positive role models, working through community and traditional structures to identify men that can reach out to their male peers, become mentors and set a positive example for young men and boys
Program Implementation Area Manager – Central PU (1 Position) (3 Year contract)
Position Description
The incumbent is responsible for the overall management of the Program, Implementation Area to facilitate effective and efficient Project and Sponsorship delivery according to the Country Strategy Plan. The Program Implementation Area (PIA) Manager is responsible for influencing and providing strategic leadership to the PIIA teams. He/she also works with support staff in the Country office to ensure the timely execution of Project activities at PIIA level. The PIA Manager provides the link between the Country Office and PIIA and is responsible for partner management in all Plan’s thematic areas of focus. The Program Implementation Manager (PIAM) reports to the Head Program & Influencing.
Key areas of responsibility include:
- Designing, developing and implementation of quality projects at Program Impact Area (PIA) level as per the Country Strategic Plan
- In line with Program Quality Policy and procedures; Plan, develop, review and monitor the PIA projects and budgets.
- Building strategic influencing and programmatic partnerships with CSOs and maintain productive relationships with relevant Government of Zambia ministers and departments at PIA Level.
- Supporting the development, mentoring and coaching of PIA staff to ensure effective performance and implementation of set projects.
- Leading the Risk identification, monitoring and management of risk and ensure staff and partners follow agreed policies, procedures and legal requirements and enabling a sound environment for financial control and resource mobilization.
- Providing support in the development, implementation, monitoring and evaluation of all PIIA Project Outlines.
- Promoting quality and gender transformative programming, child centeredness, the building of effective relationships, and learning, applying a rights-based approach.
- Ensuring that opportunities for marketing and grant funding are maximized at PIA level in support of set outlines and engage CO and local teams for technical support.
- Building and maintaining effective relationships with Community Based organizations including the international ones, partners at District level and donors to enhance and promote Plan’s reputation and global identity.
- Raising children’s rights/protection awareness within Plan and amongst partners and community members.
