Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on Education, Health, Water and Sanitation, Economic Security and Youth Empowerment, including Child Protection and Participation. Plan International Zambia has programme units (PUs) in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located.
We are now seeking to recruit a highly self-motivated, enthusiastic and innovative staff to fill in the following position.
Programme Manager – 18+: Ending Child, Early and Forced Marriage in Southern Africa
The 18+ Programme is currently being implemented in all regions (where Plan International works) with a long-term and sustainable vision that is well coordinated and provides space for shared learning. 18+ Ending Child, Early and Forced Marriage in Southern Africa is part of this global umbrella. The primary scope for this position is the five countries within the Southern Africa sub region where Plan International works namely: Zambia, Zimbabwe, Malawi, Mozambique, and Tanzania. These countries have the highest prevalence of child Marriage in the Region of Eastern and Southern Africa.
The position holder will be part of a broader network covering 12 countries in the Region of Eastern and Southern Africa where Plan International operates.
This position is responsible for providing strategic leadership and supporting the 18+ Programme in;
- Innovative programming and scaling up of good practices that have worked;
- Providing M&E guidance and support to participating countries;
- Facilitating sharing, learning processes-including research and documentation of best practices;
- Building strategic partnerships, alliances and social movements to influence policy and practice at
- Southern Africa Development Community (SADC), African Union, and global levels with the view of ending child, early, and forced marriage.
The incumbent will be reporting to the Country Director Plan International Zambia and is responsible for:
- Implementation of a coherent sub-regional programme to address Child, Early, and Forced Marriage (CEFM) that is technically sound, well-documented, provides a robust basis for resource mobilisation and influencing, to drive a social movement for girls’ rights .
- Ensuring that the 18+ sub-regional programme is funded by a range of donors and is operating smoothly at sub-regional level, allowing donors to remain engaged and supportive of the programme.
- Active participation and engagement as part of the Girls 2030 Global team and a leading voice of the Global 18+ task force and related actions
- Building and maintaining relationships with the Regional, Country, and Global staff and partners (inside and outside the organisation) working on CEFM and related thematic areas
- Developing solid communication and influencing plans and reporting systems developed and conveyed to key stake holders
Candidates will need to demonstrate possession of:
- Masters Degree in Social Sciences or relevant field.
- 6 years of experience working on CEFM in a competitive INGO.
- Demonstrated knowledge of gender equality, sexual and reproductive health and/or girls’ rights issues and international development theory and practice, with specific wide-ranging knowledge on gender issues in Southern Africa, focusing on the impact of child marriage and related gender issues.
- Experience in leading programme initiatives on gender equality (preferably with a focus on girls) in a large, global organisation. Knowledge of gender analysis programme frameworks and their application to child-rights and rights based approach to development
- Demonstrated knowledge and experience of donors with an interest in gender issues and/or the Southern Africa region including knowledge of donor requirements in relation to concept development, proposal writing and implementation planning.
- Demonstrated experience in fulfilment of donor compliance measures (narrative and financial reporting).
- Strategic thinker with experience working strategically with institutional partners, donors and INGOs
- Proven skills in the development of successful proposals for large grants, particularly in gender related areas.
- Proven experience of working effectively with dispersed team members and in a matrix management arrangement.
