Cities and Infrastructure for Growth, CIG, is a 5-year DFID programme to support inclusive economic growth and job creation. Initially there will be programmes in three countries: Zambia, Uganda and Myanmar. The programme in Zambia will have approximately £15 million to provide politically engaged, high quality technical assistance and policy influencing to governments, municipal authorities and public agencies. Locally based facilities and teams working across the range of sectors (urban development, infrastructure financing, energy, transport, water and sanitation, solid waste, ICT and housing) with access to relevant global expertise will deliver the programme. CIG’s programme objectives are to deliver outcomes in terms of:

ADVANCING CIG'S WORK IN ENERGY SECTOR
The Power Sector Lead will be responsible for advancing CIG’s work in the energy sector. This role will be strategic; planning, co-ordinating and delivering packages of work. He / she will be responsible for co-ordinating short and long-term urban specialists and will liaise with relevant counterparts in DFID, Government of Zambia departments and other external stakeholders. Sector Leads will report to the Team Leader.
Key responsibilities include:
Develop and deliver the strategy and work plan to meet programme requirements
Manage strategic vision with DFID and relevant stakeholders for energy sector
Build and manage relationships with senior stakeholder across relevant Government of Zambia departments/agencies (e.g. Ministry of Energy, Local Authorities, City Councils)
Oversight and leadership of energy specialists and quality assurance
ADEQUACY FOR THE ASSIGNMENT
At least 10 years’ experience in energy sector in both developed and developing countries in strategic positions
Significant experience of working with developing country governments
Significant and proven experience managing internal and external stakeholder relationships
Experience/knowledge of privatisation and restructuring the energy sector and its funding model
Experience of energy sector policy development and planning
Proven track record leading and motivating accomplished senior professionals and developing less experienced professionals
Established relationships with relevant Zambian government stakeholders would be advantageous
Excellent and demonstrable report writing skills
Fluency in English orally and in writing
GENERAL QUALIFICATION:
Masters or equivalent professional qualification in power engineering/ relevant fields
