• Proven project management experience, including planning and strategic development, budgeting and evaluation of effectiveness techniques, audit and review;
• Significant and sustained experience in investigation, analysis, policy development;
• Capacity-building in major crime investigation or cross-border criminality as it affects south-eastern Europe;
• Knowledge of the major security/criminal challenges in south-eastern Europe;
• International police co-operation experience;
• Excellent drafting and analytical skills;
• Professional fluency in the English language, both oral and written;
• Excellent communication skills;
• Experience in liaising with specialized local and international agencies and bilateral donors;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse views, while maintaining impartiality and objectivity;
• Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
• Ability to operate Windows applications including word-processing and e-mail.
