ChildFund seeks a Project Director to support an upcoming, DFID-funded, project titled “Advancing Girls in Learning and Empowerment (AGILE)”. This effort aims to increase basic literacy, numeracy and other important skills of out of school “illiterate” adolescents girls, 10 – 19, in Uganda and Zambia, to enable them to either re-enroll in school, vocational trainings, or gain employment or self-employment or improve the quality of their family life. The successful candidate will provide the project with overall vision, leadership and guidance – internally with project staff and externally with DFID or PWC, the governments of Zambia and Uganda, and other donors and stakeholders. Moreover, the Project Director will assume principal responsibility for overall project management and technical operations to ensure project tasks are completed and objectives met. S/he will lead the team, serving as the primary point of contact with DFID. The Project Director will manage the preparation and presentation of all proposed implementation plans and reports, as well as any other duties required that may arise during the course of the project.

DUTIES/RESPONSIBILITIES
- Overseeing the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan;
- Guiding team members to fulfill the project’s strategic goals and objectives;
- Reporting against the project’s baseline targets;
- Managing the project’s operational, financial, and administrative priorities;
- Building partnerships among national- and community-level actors;
- Functioning as the primary liaison between all project stakeholders;
- Creating management systems in line with ChildFund’s standard operating procedures, ensuring consistency with project needs;
- Designing and overseeing an annual project cycle in accordance with DFID’s annual planning cycle;
- With staff and partners, translating project goals and objectives into implementable strategies and plans;
- Directing the planning and budgeting processes;
- Preparing quarterly and annual project activity reports, as specified in the contract;
- Clarifying roles, delegating responsibilities to senior staff, and clearly communicating expectations for staff contribution to project activities;
- Supervising project staff and partners in identifying the project’s technical assistance needs, developing suitable scopes of work, recruiting consultants, and executing technical assistance contracts
- Supervising the performance of all long- and short-term advisors, consultants, and staff; and
- Maintaining productive working relationships with DFID clients, project partners, and key counterparts.
QUALIFICATIONS/EXPERIENCE
- Senior-level professional with a minimum of ten (10) years of progressively responsible experience in working in development, with a recognized expertise and experience in women’s empowerment or girls education programming.
- At least five (5) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted international development programs;
- International experience in developing countries, preferably including Zambia and Uganda;
- Proven leadership in the administration of similar activities with skills in strategic planning, management, supervision and budgeting. Extensive experience working with the DFID or international donors is critical;
- Proven experience and knowledge in promoting the role of gender;
- Demonstrated ability to lead multi-disciplinary teams and develop a network of contacts among international donor officials, host government officials, and non-government staff;
- Evidence of excellent skills in intercultural communications and proven experience in facilitating dialogue, coordination, and collaboration on gender-related programming;
- Possesses a demonstrated ability to establish strong working relationships with senior representatives of national and local government, the private sector and civil society; and
- Excellent communication skills in English, both written and orally
- Travel extensively between Uganda and Zambia

Duties/ Responsibilities
- Establishes an atmosphere of responsibility for the mission of the organization and accountability to the stakeholders; establishes clear expectations by which staff and partners are measured.
- Selects or identifies the target groups for the Project of intervention.
- Collaborate with implementing partners on implementation of programs in the assigned Districts.
- Builds positive and productive relations with implementing partners, Schools, targeted girls, and authorities at all levels.
- Raises awareness of organization as a leader of child development and a leader of children’s issues; ensures clear communication channels between stakeholders and the organization.
- Represents the organization in forums to promote program approaches while ensuring good stewardship project resources.
- Responsible for providing technical support to need partners in order to ensure program impact at provincial level.
- Builds and manages relationships with government Ministries, Schools ,foundations, corporations, local authorities and the general public to optimize marketing and funding
- Responsible for providing technical assistance and oversight in the development and management of budgets, financial reporting and audits.
- Ensures that partner agencies are accountable and compliant with organizational policies/procedures and local laws/regulations.
- Identifies and manages technical resource agencies for implementation of the project; oversees allocation of resources to execute project activities in accordance with the Project implementation plan.
