The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement that has introduced and supported high-impact health interventions with a focus on 25 high-priority countries with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV care and treatment.
MCSP’s goal in Zambia is to provide technical assistance to strengthen the Government of Zambia (GRZ) service provision/implementation along the reproductive, maternal, newborn, child and adolescent health & nutrition (RMNCAH&N) continuum of care. This will complement grants from the Swedish International Development Corporation Agency (SIDA) and USAID Zambia. MCSP will contribute in further improvement of RMNCAH&N in Zambia. This will be achieved through the following objectives:
1. Provide demand-driven technical assistance for sustainable scale-up of RMNCAH&N interventions within four focus provinces (Eastern, Luapula, Muchinga, and Southern),through routine mentorship, prblem identification and implementation support  with 80% level of effort at the district level and 20% level of effort at the provincial and central levels.
2. Foster institutional collaboration to strengthen local RMNCAH&N technical support accessible to the MOH.
SENIOR PROGRAM OFFICER
The Senior Program Officer will lead project management operations of the MCSP project.  Under the direction of the MCSP Team Lead, the Senior Program Officer will translate the project strategy into sets of activities and work with the MCSP Provincial Teams to develop detailed scheduling of those activities.  The Senior Program Officer will serve as the point of contact for the MCSP Provincial Coordinators for securing programmatic support from the MCSP Lusaka office during implementation, will work with Provincial Coordinators to provide consolidated implementation updates to the MCSP Team Lead and be responsible for project-wide cost monitoring.
PROVINCIAL COORDINATORS
The Provincial Coordinator supported by a team of MCSP Technical Advisors will work closely with the Provincial and District Health Offices and with respective implementing partners to plan, implement and evaluate RMNCAH&N interventions in target districts in Eastern, Luapula, Muchinga and Southern provinces. One Provincial Coordinator will be based in each MCSP provincial office.  He/she will represent MCSP at various provincial-based technical working groups and committees, ensure deliverables within their provincial workplan are implemented according to the set workplan, and best practices and key lessons learned are captured.
MONITORING, EVALUATION AND RESEARCH OFFICERS
Position Overview
The Monitoring, Evaluation & Research Officer will support the design, development and implementation of provincial monitoring, evaluation and research systems under the supervision of the Monitoring, Evaluation and Research Advisor.
This includes the development of MER plans; implementation of data management and data use systems, mentoring data associates and facility personnel on routine data collection; coordinating research field work, data analysis and development of reports, abstracts and success stories. The officer will also work closely with the Knowledge Management and Communications Specialist to implement project specific knowledge management initiatives. Through these systems the officer supports and influences program performance and quality improvement; providing evidence for program planning, monitoring implementation with participatory data review to inform course corrections and strategy change, as well as introduction of innovative data visualization and use tools in appropriate audience specific formats.
The officer is also responsible for relationship management with key strategic information stakeholders especially PHO and DHO counterparts; capacity building, mentoring and management of data associates and supports provincial technical teams MER needs.
