L’Agence Française de Développement (AFD), a public financial institution that implements the policy defined by the French Government, works to combat poverty and promote sustainable development. AFD operates on four continents via a network of 75 offices and finances and supports projects that improve living conditions for populations, boost economic growth and protect the planet. In 2016, AFD earmarked EUR 9.4bn to finance projects in developing countries and for overseas France.
AfD is looking to recruit a ‘Directeur du Département Transition Politique et Civile’ (DTPC). The objective of the DTPC will be to support beneficiaries (states, communities, etc.) on the governance of their institutions in order to (i) ensure the proper deployment, use and steering of the funding granted; (ii) prevent diversion, corruption or appropriation of funds, (iii) guarantee respect for fundamental rights.
To fill this DPTC position, AFD is seeking an expert on governance and capacity building issues. Fluency in French is required, as well as field experience, a knowledge of Africa and evolvement in the public spheres. He/she must have a strong personal involvement and a significant academic and professional career of at least 15 years, out of which at least 5 years in managerial positions in governance activities (on all or part of the themes specifically dealt with by the department) and capacity building. Ideally the candidate will have participated in governance restructurings of governments or institutions similar to those that AFD supports.
