While the popular protest - and the economic abyss of previous games - led several 
capitals to withdraw their candidacy, France not only remains in contention, but also 
candidate for the universal exhibition ! ---- The election of Emmanuel Macron takes 
advantage of the well-publicized French candidacy for the Olympic Games of 2024. Hardly 
invested, he met the International Olympic Committee then on an evaluation visit to Paris. 
---- Pourtant cette candidature a déjà fait scandale à plusieurs niveaux: son cout - 6,2 
milliards d'euros, alors que la plupart des infrastructures sont déjà construites -, les 
revirements politiques auxquels il a donné lieu - Anne Hidalgo a été élue sur un programme 
municipal sans JO -, et pour compléter l'ambiance de conflits d'intérêts qui préside à sa 
mise en place.

C'est en effet le grand amour entre l'agence d'évènementiel Keneo et l'Etat français: la 
première a recruté l'ancien conseiller de Valls chargé de l'accueil des grands événements 
sportifs, Loïc Duroselle, tandis que l'actuel directeur de candidature de Paris 2024, 
Étienne Thobois, fut un des co-fondateurs de Keneo, à partir de laquelle il s'est infiltré 
d'abord comme prestataire de l'association Ambition olympique, puis comme directeur du GIP 
(groupement d'intérêt public) qui lui a succédé auprès du gouvernement. Et qui a bien-sur 
missionné Keneo pour les études préalables, lui faisant d'ores et déjà gagner quelques 
contrats et millions d'euros issus de l'argent public[1]. Comme il n'y a plus que Los 
Angeles comme challenger, on risque de «gagner», il faudrait alors que l'opposition se 
muscle un peu d'ici les résultats le 13 septembre 2017.

Autre projet, même logique

A l'origine de la candidature française pour l'exposition universelle de 2025, on trouve 
l'ambition d'un député tout acquis aux sirènes de la compétition des «territoires» dans la 
mondialisation: Jean-Christophe Fromantin, député UDI des Hauts-de-Seine. Son association, 
Expofrance2025, à force de lobbying, s'est elle aussi introduite dans le GIP qui 
aujourd'hui organise le projet de candidature, un village global en Ile-de-France, avec 
les autres métropoles associées comme «détours» dans le parcours de l'expo.
