Frank, Last night in the CC, you and Delta through you spoke about $1.13 several times. I couldn't help but remember the document from The Ministry of Planning of a Feasibility Study going back about 6 years or so.
Here is a link: Ministry of Planning
At the bottom of the page under #3 it states:
"Estimate the amended exchange rate of the Iraqi dinar to be used in technical and economical feasibility studies and for (1.134) dollar per dinar. This price should be approved for 3 years until re-appreciation by the competent authorities."

Parliamentarians: Abadi is waiting in Parliament to see the successes and achievements of the Washington meetings
21/03/2017 08:54:08
BAGHDAD - The National Alliance MP Jassim al-Bayati on Thursday (March 23rd, 2017) reported that the House of Representatives is expected to attend the parliamentary session next week to clarify the results of his visit to Washington. Was "successful in his visit," a "reliable leader in the administration of the Iraqi state."
"Abadi was successful in managing the meeting with US President Donald Trump and other American institutions," al-Bayati said in an exclusive interview with Al-Masalah. "His speech was clear about eliminating the oppressors and returning the cities destroyed by terrorism. Creating a balance in the political process. "
The US president pledged to support efforts to combat a pro-Iraqi organization in Iraq during talks with Iraqi Prime Minister Haider al-Abadi at the White House on Monday.
Trump said he praised the progress made in efforts to regain control of Mosul, the second largest city in Iraq, from extremists: "We will get rid of the hooligan," while Abadi said in a speech during a meeting of foreign ministers of the International Coalition in Washington, "We are in the elimination phase To contain and not contain it because containment is dangerous because it is a terrorist organization does not trust anything, "noting that" we can eliminate the defiant forever through our unity and non-preoccupation with regional differences. "
This tribute is proof that Abbadi has reinforced Trump's confidence in Iraq's ability to win its war against terrorism.
But al-Bayati said that "there are parties that do not want the stability of Iraq and its success, is confusing the achievements achieved." Al-Bayati stressed that "Abadi is the leader capable of managing the state, and that the political blocs are satisfied with his performance," adding that "he heard from his office that the prime minister will attend the session of the House of Representatives next week to talk about the details of his visit to Washington."
The MP of the National Coalition Tawfiq al-Kaabi, US President Donald Trump praised the policy of Iraqi Prime Minister Haider Abadi, and in the performance of the Iraqi armed forces in the fight against terrorism, noting
Prime Minister Haider al-Abadi expressed his satisfaction with the outcome of the meeting which was held Friday with US President Donald Trump, pointing out that he received assurances from the American administration to continue supporting his country in the war against a terrorist organization.
"I thank you for coming here, I have great respect for you and I know you are working hard, your soldiers are fighting valiantly," Trump said, referring to the progress of Iraqi forces in the battle of Mosul. "We have to get rid of a hasty organization, we'll get rid of it," he said.

Don961...you commented on the smiles regarding PM Abadi's visit. IMO never before have we seen such beaming smiles in a political event such as this, seemingly continually.
Even at the event which Bluestar was in attendance...the moderator/presenter along with Abadi were grinning when they sat down for the Q&A portion.
"Smiles everyone! Smiles!" And I don't think these needed to be directed. Smiles spilling out. From both sides.
