info needed on European Laissez-passer (LP) for deportation

On 29 December 2016, the Malian government produced a statement announcing
its refusal to recognise the validity of the EU laissez-passer (LP)
document used to return two of its citizens, who were sent back to France
following their arrival in Bamako on 28 December 2016. The Malian
authorities also invited air carriers to refrain from transporting its
citizens on the basis of recognition of the validity of such travel
documents, noting that they will be made to fly them back to Europe. Here

The European Laissez-passer was a hot issue at the Valetta summit between
the European Union and the African States. Due to fierce opposition of the
African delegations the EU dropped the EU LP at the last minute and the
Valetta deal was signed after all. Now some european countries are trying
to use the documents anyway. Next to France it is known that Sweden has
used it to Mali in october 2016. We would like to have all information on
which european countries are using or have used the EU LP and to which
countries of origin or transit this has been used (suceesfully of
unsuccesfully). Together with activists in Africa or other continents
pressure can be organised to stop these practices.
