Frank - I have a question about what the Iraqis have "seen" that pushes them towards a higher cap and hopefully a higher starting point. Can you share more? Is it possible DFI funds higher than thought, secondly could be around the monies that Iraqi officials stole and now being returned that would significantly raise their base funds to substantiate IQD value? Or ?? Are you able tell us more? Yet!

SO....for example, congestion happens in a traffic situation, i.e. "RUSH HOUR", accidents, lane closures etc. Everyone jockeying for position, faster lanes, upcoming exits. Once everyone is in their proper place, and only when everyone is settled into place, can movement begin.

Jaafari heads the meeting implementation of the strategic framework agreement signed between Iraq and the United States

presided over the foreign minister, Ibrahim al -Jaafari , the second meeting of the Higher Committee to follow up the implementation of thestrategic framework of the relationship offriendship and cooperation signed between Iraq and the United States in 2008. Convention on the statement by the minister 's office, said that « the meeting was attended by a number of agents, and the directors - general in the ministries of Defense and Interior and oil, planning and finance, health and environment, as well as higher education, culture, transport, industry, trade and education, in addition to housing, reconstruction and Displacement and migration, Labour and social Affairs, Justice, youth and Sports, electricity and water resources, and the Prime Minister 's Office, the body national Investment and national Security, a counter - terrorism ».
The statement noted that the meeting came after «Cabinet approval of the proposed Ministry of Foreign Affairs to form a higher committee concerned with the management of shared files between US and Iraqi ministries in the framework of the strategic agreement and headed by Foreign Minister Dr. Ibrahim Al - Jaafari, and aimed to activate the terms of the agreement, and take care of common interests and face common dangers and the development of the areas included in the Convention, and respect for sovereignty, the service of the two friendly peoples ».
The meeting concluded to the need to invest to agree on best served by reaching a sector - specific vision and translate it into reality work through the signing of several memoranda of understanding in order to activate the content of the agreement and the adoption of mechanisms for its implementation and increase the volume of cooperation between Baghdad and Washington in all areas.

READ and RE-read this article....IMMHO it speaks volumes without coming out and saying so much at all......cooperation where there was none.......without it saying so to me it talks of a certain trip that was made but was unheard of.....now we see files being shared....plans being made.....signatures.....activation of agreements......mechanisms being implemented......my word....more work has been done of late than in the last......well you figure that out.....the BEST is coming.
