Red Car Property: Time For Brush Clearance

Photo: Gary Vlahakis, April 19, 2016.  May 1 is around the corner, and as usual, brush clearance has not started on the Red Car Property.  Shouldn't the big vacant lots be penalized commensurate with their square footage?  And shouldn't the large lots where brush is routinely not cleared by May 1, be prioritized by LAFD?

If the rest of us have to clear brush by May 1, how come the Red Car
