Think about it, if a private citizen promised an investment of billions upon billions of dollars, but in reality the citizen never intended on building anything, it was just a scheme to defraud the public for the purpose of receiving tax and citizen dollars, private citizens would be put in prison for each person they committed fraud against; according to our laws, aren't corporations people?
