DEMOCRACY AND WORK Minority Congress CGIL (it) [machine

of another idea of the CGIL.
The glue that holds these objectives and that characterizes our commitment in CGIL is the
need for a profound change in the very definition of these objectives and in practice to
be taken to achieve them.

We want to continue doing live throughout the CGIL the various positions, using all
available tools.
What we want to be?
We are those who (as evidenced by the amendments brought into question in the assemblies
congressional base) make the change of the Trade Union Confederation the main reason for
their action. By which it means a change that involves not only the strategies and
policies relating to the CGIL union democracy, the negotiation, which must guarantee the
rights regardless of the type of contract, the labor market, to social security benefits,
the minimum wage, to the school and training, welfare (health, social security), to the
commons, but also his way of being, its democratic organization, the transparency of its
political action, organization and management, its independence and autonomy in the
relationship with the employers and the policy framework.
We are those who want to give life and continuity to a new initiative and open,
non-bureaucratic union of experiences that, however important and significant, they belong
to a phase now over. For this reason we are interested in the broadest possible
discussion, without fences and pre-established positions.
We want to converse inside and outside the organization, with great freedom and movement
ability, in order to fully realize what that discussion and action of strategic
discontinuity that CGIL continues to not do it. For this we will make use of the option
provided for in the Statute, which recognizes the rights of minorities conference, setting
out the tools available to them, such as conformity with union, internal tools of the
Organization, the right to propose substitutions in the governing bodies.
With this choice we want to create a place that gives visibility to the diversity of
positions among the living members of the CGIL, and that, starting from the assemblies
congressional basic, had a consensus much higher than actually recognized in the
composition in the conference audience National. That place must be of union initiative,
freedom of discussion, research, exchange of experiences, monitoring and defense of
pluralism in all locations, including the decision of the Organization.
For this purpose it is necessary to relate the way of organizing our work to be the most
free, participatory and collegial as possible, able to involve all those who look forward
to our battle. An inclusive attitude and appropriate to free and use all the potential
that aspire to express themselves in research and political action aimed at changing the
CGIL. An attitude that makes renewal spring to recover a dialogue that is fading with the
new workers and young people in general.
We want to enable all levels of the organization, a way of working that Incalzi and
involve all of the CGIL and the forces to confront the change is necessary and urgent to
defend and revive, in the changing contemporary world, the size of the General Trade Union
Confederation which bases its strength on collective representation and bargaining
function. A syndicate to get back on top, to change the current unfavorable balance of
power and its critical perception widespread in Italian society, starting from the
relationship with male and female workers, democracy and participation, working on real
engagement of all sectors of a working world increasingly fragmented and dispersed.
In anticipation of the Conference of Organization of the CGIL scheduled for next year is
to be opened by our research group and a comparison across the democratization of the
CGIL, on the processes of formation of elites, the participation of delegates and members
in decisions , transparency in the use of resources and their distribution at the various
levels.
So this is an open democratic challenge because there is no future for a Union which is
not radically democratic.
