(en) France, Alternative Libertaire AL #252 - Climate Summit:
The revolutionaries set sail for the Cop (fr, it, pt) [machine
translation]
The mobilization built around the Cop 21 in Paris (21st UN Conference on Climate Change)
in December, while the analysis of the future agreement emphasize impasses. What,
therefore, issues-top against? ---- Formal negotiations for the Cop intensified in
international and national debates: after the fiasco of Lima (bereaved by the China-US
agreement that locks laissez-faire), it was the Bonn negotiations in late May (second
"round" of four) and a G7 deemed to have resulted in commitments on the issue of coal
plants and other fossil fuels (including end of subsidies) ... That actually promises [ 1
], although several NGOs supposedly vigilant applauded these pure announcement effects,
such Greenpeace or Avaaz, which claims victory ... to better allocate its campaigns.
Resignation of states and business strategies
On these occasions the negotiators pretended to "work" on the weaknesses of the agreement,
or the measures to be taken before 2020, date of its taking effect. But the underlying
problems remain. In February, after a first round of talks, the president of Focus on the
Global South, Pablo Solon, denounced the suicidal logic that would endorse the text [ 2 ],
resulting in a final scenario 3 or 4 more degrees by 2030.
On two major commitments and necessary, the text says nothing: leave 80% of the oil
remaining in the ground; reduce GHG emissions to 44 gigatonnes by 2025 (half of current
emissions), 35 in 2050. Then the international fund for climate adaptation and victims
contains only a tenth of the $ 100 billion promised by the States. Finally, the agreements
consist primarily at promoting profitable solutions to financial capitalism and businesses
(carbon markets, carbon price demanded by multinational energy). It confirms the Redd Redd
and mechanisms + [ 3 ], despite their proven tendency to privatize ecosystems in disregard
of the rights of populations. And media that would boast a Cop a showdown on
"differentiated responsibility" for the crisis between dominant powers and poor countries.
So we will say never enough films that make up the conference. One has only to look
towards the sponsors of the Cop 21 (Total Ikea via Coca-Cola) to understand who benefits
from capitalo compatible energy transition: the big polluters, partly converted to " green
energy "hope both stagnation and a boost towards their facilities (offshore wind Veolia
Engie subsidiary of EDF ...), or their investments in the right to pollute.
What ambitions for the top-cons?
The Climate Coalition (NGOs, trade unions and others) mobilized for the cons-summit in
December (see box). His right still believes "put pressure on States," but the majority of
the movement task rather seize the opportunity for awareness of opinion on climate and all
of the ecological crisis. It should be noted in passing that if struggles are directly
arising from climate concern, as the Transition, active in England, the front for the
climate still finding its consistency through the convergence of struggles under the
banner of 'climate justice' ( Wholesale Climate Justice Now network goes international),
more or less radical in their global and highlighting the contradictions of the system:
denunciation of conflict and forced migration related to climate, calling for divestment
in fossil fuels (action of Friends Earth on EDF), the fight against tax evasion
(Disobedient on BNP) against the pub or improper lighting, for peasant agriculture,
against the damage of agribusiness, against the free-trade agreements ... The exchange
against top-presents itself as the culmination of several months of campaigning for all
these struggles, the Coalition is trying to coordinate to the final rout Bourget. Example
13 and 14 June when the days consisted of working groups by themes or dates of action
during the Cop.
In the absence of political platform, the slogans that dominate the Coalition end up
giving it direction: angle by economic inequalities particularly strong nonviolent
disobedience movement (JEDI for Climate, Climate Games of John Jordan which involve actual
actions conduct as a game). But this flexibility has its flaws, some players sometimes
holding opposing discourses to their true political line (CFDT) and minus some problems
remain, evidence of a lack of overall analysis, such as the anti-nuclear struggle for now.
Finally, the work on the possible punishment is surely but is not shared in the workshop.
The question of the post-COP
Since the cons-summit has no stake in terms of balance of power, of movements (groups and
NGOs from the "Walk out" of Warsaw, activists or autonomous) seek to make rather an
ultimatum or a time a starting point for a more sustainable and organized opposition. This
will be symbolized by a big block on places of production or trade December 12 (there
would be 12 000 volunteers for a extent share), the Coalition wishing to avoid the
hangover of Copenhagen. Other wills coordinate this time outside the Coalition. Some rely
on Climate Games (Amsterdam July 4, in Paris from December 7 to 12), others on the various
political camps this summer (NDDL rally, Bure, which seeks to overcome activism, Altmark,
Climate camp of Rhineland ...) to build real movements. For now it is difficult to predict
the success of these initiatives, and even assess their radicalism, but a real
anti-capitalist movement, to a real strength, seeks to establish the margin of the Cop.
As a political organization, Alternative Libertaire not come as such the Coalition. But we
already inscribe already in some local collectives (Alternatiba, local forum in Montreuil)
and in trade union thoughts in anticipation of the COP in order to make a global analysis,
anti-capitalist and revolutionary ecological crisis.
