"The Project" by Anarchist Federation Gran Canaria (ca)
[machine translation] (a-infos-en@ainfos.ca)
This document was drafted summer of 2014. After the adoption by the assembly, it was
delivered to the new neighbors to have a clear idea of "The Project". It is an internal
document that decided to make public to give a sample of how we organize ourselves and
what is the founding spirit of the Community. ---- The Community "La Esperanza" ----
Origins: ---- In early 2013 the Anarchist Federation of Gran Canaria ( FAGC ) got in touch
with the owner of the block where you live now. These blocks were in foreclosure of a
mortgage debt contracted with Bankia . In a couple of years, the owner would lose the
legal battle and the blocks become the property of the bank. Before this happened, the
idea of the Federation was to allocate 71 vacant homes that house these blocks to rehouse
homeless families without resources. In exchange for some improvements to the property,
and provide protection to be relocated in the case of burglary, the owner agreed. Because
of that all who live in these blocks still do so with the consent of such owner. In April
2013 there were already about 30 families living here.
Current Situation:
Today we know that even if the owner has filed an appeal that we do not know how soon
settled , ownership - according to the Simple Note the property - has gone from Bankia to
SAREB (so-called "bad bank"), a semi-state body intended buy debts owed to entities such
as Bankia. The debt may exceed 15 million. As the owner lose the case, the SAREB reclaim
their property and will begin the process to proceed to eviction.
The Project:
The house from which you now enjoy is part of a broader social project. It is intended
exclusively for homeless people without financial means provided other. There are second
homes that can be left closed to enjoy weekends or holidays. They are not houses that can
deal on a whim or to save rent. They are socialized houses: property not under private
ownership but community property; longer they used once again to the community so that
it's available to new families. Soon they are expropriated houses, because we claim them
for reasons of social utility and take them away to financial institutions that claim.
Water rationing and electricity savings are essential elements. We do not know how long we
will enjoy these resources, so it is imperative to economize up and rigorously. Any waste
is inadmissible.
Moreover here you not pay rent: a voluntary contribution (currently 25 euros per month) to
pay only the water tanks is provided. Who has more resources it can provide a little more,
and who has less as it will provide what best they can.
In the community there are also multiple maintenance and the like that perform. It is
essential autogestionarnos and perform them for ourselves. We do not want a community with
servants who work and gentlemen watching from the windows as the rest desloma, so the
participation of all residents (who are physically unable) in community work is expected.
The Community reserves the right to relocate out of the blocks to anyone who makes
coexistence impossible. Assaults and other forms of violence or internal sabotage can not
be suffered with impunity, and any neighbor that affects these and other attitudes (rob
the community or a neighbor , etc.), you may lose the house that the community gave him.
For security reasons the front door should always be closed. Although it is normal that
the eviction notify us before they occur, we can also run a "precautionary eviction for
criminal "at any time of day or night. To avoid make it easy for those seeking to evict
the door can never be opened.
The p resence police in the enclosure is strongly discouraged (except to the police report
neighbors who have requested the registration or submitting a particular subpoena). Any
conflict that occurs within the blocks in which the police have to intervene will only
harm facing eviction.
Conflict and coexistence problems should be resolved directly between the residents
concerned themselves. If for some reason this approach fails, the matter will be meeting
to find a collective solution. The idea is to never resort to any form of violence,
whether personal or institutional.
All decisions affecting the community are decided in assembly. The assembly on the last
Sunday of each month is celebrated. You can always convened a special meeting to address
urgent issues that can not be postponed. The committees are assigned by the assembly, and
simply responsible for performing practical tasks.
Right now forms part of the occupation of biggest story homes. We currently live in the
community more than 50 families, about 140 people (half of them children) and the goal is
to reach 200. We must convey to the rest of society the true nature of the project. Not
only improve the site and our environment, but improving ourselves ourselves as people.
Resolving conflicts by ourselves, without intermediaries. Collaborating and helping each
other. Deciding horizontally, without leaders or masters. Being aware that a neighbor's
voice is as good as any other and nobody is more than anyone. Only organized and united we
keep our homes and force the administration and financial powers to negotiate and accept
our conditions. They never negotiate if pressed, if we do not fight. Who is unwilling to
leave because the boat.
Neighbors called to this community, "the Hope". Probably because hope is the last thing
you lose, and we do not think losing our homes.
