1. BREVE INTRODUZIONE SUL PERCORSO:
Il workshop fatto al FSM Tunisi 2015 con i parenti delle persone migranti disperse nel loro viaggio verso l’Europa e la riunione fatta il giorno successivo, tra le organizzazioni interessate a continuare lavorare su questa specifica tematica, è un lavoro cominciato da qualche anno.
Nel 2012, a Monastir, durante il seminario di preparazione del FSM fu organizzato un workshop intitolato: Disparus et mobilisations contre les morts et disparitions aux frontières.
In quello stesso contesto fu realizzata, da una coalizione di organizzazioni europee ed africane, l’operazione B4P per denunciare le politiche migratorie degli Stati dell’Unione europea e la costante violazione dei diritti umani delle persone migranti in mare.
Successivamente a marzo 2014 fu realizzato un altro atelier sulla stessa tematica all’interno del Foro Sociale Migrazioni Maghreb. In quel occasione i partecipanti al workshop individuarono come obiettivo prioritario la mappatura dei gruppi formali o informali di parenti delle persone migranti disperse o morte. Fu così che si arrivo a conoscere il Collectif des Parents des Harraga dell’Algeria.
A ottobre del 2014 all’interno del Festival Sabir fu organizzato un nuovo workshop sempre sulla stessa tematica. Nel lavoro di preparazione al workshop fu elaborata una fiche con tutte le azioni, legali e politiche, realizzate o in corso di realizzazione su questa tematica (si allega fiche).
Ai lavoro del workshop parteciparono parenti dei migranti eritrei morti nel naufragio del 3/10/2013 e rappresentanti di migranti eritrei organizzati in Italia.
A partire dalla discussione avuta nel workshop fu elaborato un documento di raccomandazioni e conclusioni. Le raccomandazioni furono presentate ai parlamentari europei a fine lavori (si allega documento raccomandazioni e conclusioni workshop Lampedusa).
Nel documento vennero individuati due livelli di lavoro:
- Un livello giuridico, di azione politica e mobilitazione;
- Un livello narrativo (story telling).
Fu anche realizzata un’agenda conalcuni appuntamenti in cui poter continuare ad incontrarsi e migliorare la collaborazione.
A dicembre del 2014 venne organizzato a Tunisi dal FTDES un primo incontro tra avvocati e attivisti di Italia, Algeria, Spagna e Tunisia. Il confronto avuto in questo incontro evidenziò con ancora più forza la necessità di meglio sviluppare la collaborazione da un punto di vista delle vertenze legali che poi possono essere fonte di ispirazione per azioni politiche.
A marzo 2015 nel FSM è stato realizzato un atelier con i parenti dei migranti dispersi nel loro viaggio migratorio in cui per la prima volta si sono trovati a discutere insieme i parenti algerini, tunisini e messicani ed un esponente del Coordinamento Eritrea Democratica.
2. COME PROSEGUIRE I LAVORI DELLA RETE INFORMALE SULLA TEMATICA SPECIFICA DEI MIGRANTI MORTI E DISPERSI NEL MEDITERRANEO.
La discussione ha definito alcuni aspetti:
- È stato definito che la rete si occupa essenzialmente delle persone migranti morte e/o disperse nel loro viaggio migratorio dal punto di vista del crimine che ciò rappresenta.
- In base alle organizzazioni presenti nella riunione e disponibili ad impegnarsi sull’argomento è stato deciso di limitare, inizialmente, la zona geografica di lavoro. Quindi ci si occuperà delle persone migranti morte e/o disperse nel la rotta che porta verso l’Europa, includendo i paesi di transito.
- Sono stati precisate due aree di impegno.
o Area giuridico e di azione politica:
§ mettere sempre più in relazione gli avvocati e condividere il sapere delle vertenze che si stanno facendo a livello nazionale e/o transnazionale, non solo tra gli avvocati ma anche con gli attivisti.
§ costruire delle azioni sia a livello di lobby politica che a livello della società civile per sostenere lo svolgimento delle vertenze.
o Area organizzazione/mobilitazione/ sensibilizzazione
§ sostenere l’ organizzazione delle famiglie delle persone migranti morte e/o disperse, nei singoli paesi o transnazionalmente (come è il caso dei parenti eritrei).
Sostenere il processo di creazione di una federazione maghrebina dei parenti delle persone migranti morte e/o disperse(Marocco, Tunisia, Algeria)
Sostenere il processo di creazione di una federazione maghrebina dei parenti delle persone migranti morte e/o disperse(Marocco, Tunisia, Algeria)
§ continuare a mappare i gruppi formali e/o informali dei parenti delle persone migranti morte e/o disperse
§ realizzare la pagina web decisa già al workshop di Lampedusa con le foto e le storie delle persone migranti morte e/o disperse nel loro viaggio verso l’Europa. Per realizzare questo lavoro è fondamentale coinvolgere le famiglie, in questa maniera li si può aiutare nella loro organizzazione.
§ Individuare una data che possa diventare simbolo di questa tragedia in cui realizzare delle azioni contemporaneamente in di diversi paesi
§ Lavorare alla costruzione di una operazione simile a Boat4People che parta dalla Tunisia e il cui equipaggio questa volta sia conformato dalle famiglie delle persone migranti morte e/o disperse.
o È stato segnalato anche il bisogno di impegnarsi maggiormente da un punto di vista della ricerca e dello studio scientifico della tragedia in atto.
o La rete sulla tematica specifica delle persone migranti morte e/o disperse cercherà costantemente di lavorare in rete con altri processi. In questo senso si è proposto di contribuire a realizzare delle presentazione del progetto Watch The Med in Tunisia e Algeria con il coinvolgimento delle associazioni dei parenti e di altre associazioni che si occupano della tematica migrazioni.
o È stato anche ribadito il sostegno al processo lanciato dal Comitato Nuovi Desaparecidos di costruzione di un Comitato Mediterraneo per la realizzazione di una sessione del Tribunale Internazionale dei Popoli sulle persone migranti morte e/o disperse nel loro viaggio verso l’Europa.
È stato ribadito che per poter realizzare tutto questo è necessario l’impegno di tutti.

La comunicazione sarà fatta in francese ed inglese (ricordiamoci che gli amici dell’eritrea parlano italiano e inglese).
Violaine Carrere e Marie Martin si occuperanno di studiare la miglior forma tecnica per favorire la comunicazione (mailing list, gruppo discussione, ecc). È stato segnalato che in tutti i casi qualsiasi metodo si scelga ci sarà sempre qualcuno che fungerà da moderatore. Ciò perché il tema del quale ci occupiamo è un tema sensibile e pericoloso (pensiamo a tutta la vicenda nel Sinai p.e.). Quindi alcune informazioni a volte non saranno inviate via mail. Per ora la comunicazione si farà mettendo gli indirizzi degli altri. Ma se chiede a tutti che nel caso si vuole comunicare con una sola persona di utilizzare le mail personali di ciascuno.

1. Brève introduction sur le parcours
Le laboratoire fait au FSM de Tunis en 2015 avec les parents des personnes migrantes dispersées durant leur voyage vers l’Europe et la réunion qui s’est tenue le lendemain entre les organisations intéressées à continuer le travail sur ce thème spécifique, est le fruit d’un travail qui a commencé il y a quelques années.
En 2012, à Monastir, durant le séminaire préparatoire du FSM il a été organisé un laboratoire intitulé : Disparus et mobilisations contre les morts et disparitions aux frontières.
Dans le même contexte fut réalisé, par une coalition entre organisations Européennes et Africaines, l’opération B4P pour dénoncer les politiques migratoires des États de l’Union Européenne et la constante violation des droits humains des personnes migrantes en mer.
Successivement, en mars 2014, il réalisé un autre atelier sur le même thème à l’intérieur du Forum Social Migration Maghreb. En cette occasion les participants au laboratoire ont déterminé comme objectif prioritaire l’identification des groupes formels ou informels des parents des personnes migrantes décédées et / ou dispersèes. C’est ainsi que l’on est arrivé à la connaissance du Collectif des Parents des Harragas d’Algérie.
En 2014, pendant le Festival Sabir, il fut organisé un nouvel atelier toujours sur le même thème. Durant le travail préparatoire il fut élaboré une fiche avec toutes les actions, légales et politiques, réalisées ou en cours de réalisation sur cet argument (ci-joint la fiche).
Au travail du laboratoire ont participé des parents de migrants Érythréens morts durant le naufrage du 3 octobre 2013 et des représentants des migrants érythréens organisés en Italie.
En partant de la discussion durant l’atelier il a été élaboré un document de recommandations et de conclusions. Les recommandations furent présentées aux parlementaires européens à la fin des travaux (ci-joint le document avec les recommandations et les conclusions du laboratoire Lampedusa).
Dans le document deux niveau de travail sont identifié :
· un niveau juridique, d’action politique et de mobilisation ;
· un niveau de narration (story telling).
Il fut aussi étendu une agenda avec quelques rendez-vous à fin de pouvoir continuer à se rencontrer et à améliorer la collaboration.
En décembre 2014 il a été organisé à Tunis par le FTDES une première rencontre entre des avocats et des activistes provenant de l’Italie, de l’Algérie, de l’Espagne et de la Tunisie. La confrontation avenue durant cette rencontre a mis en évidence, avec encore plus de force, la nécessité de développer au mieux la collaboration d’un point de vue des différents légaux qui peuvent être une source d’inspiration pour des actions politiques.
En mars 2015, dans le FSM, il a été mis en place un atelier de travail avec les parents des migrants disparus pendant leur voyage. Durant lequel se sont trouver à parler entre eux des parents algériens, tunisiens et mexicains ainsi qu’un représentant de la Coordination Érythrée Démocratique.
2. Comment continuer le travail du réseau informel sur le thème spécifique des migrants décédés et / ou dispersées dans la Méditerranée.
La discussion a définie quelques aspects :
· Il a été établi que le réseau s’occupe essentiellement des personnes migrantes décédées et / ou dispersées durant leur voyage migratoire du point de vue du crime que cela représente.
· Sur la base des organisations présente à la réunion et disponibles à s’engager sur l’argument, il a été décider de limiter, du moins au début, l’aire géographique de travail. Donc on ne s’occupera que des personnes migrantes décédées et / ou dispersées sur les routes qui portent vers l’Europe, inclus les pays de transit.
· Ont été précisés deux aires d’engagement.
o L’aire juridique et d’action politique :
§ mettre toujours en relation les avocats et partager le savoir a propos des différents qui se discutent au niveau national et / ou transnational, non seulement entre les avocats mais aussi avec les activistes.
§ construire des actions soit au niveau de pression politique qu’au niveau de la société civile pour soutenir le développement des procès.
o Aire d’organisation, mobilisation et sensibilisation :
§ soutenir l’organisation des familles des personnes décédées et / ou dispersées, dans les pays ou en transnational (comme dans le cas des parents érythréens). Soutenir le processus de création d’une fédération maghrébine des parents des personnes migrantes décédées et / ou disparues (Maroc, Tunisie, Algérie).
§ continuer à répertorier les groupes formels et / ou informels des parents de personnes migrantes décédées et / ou disparues.
§ réaliser la page web déjà décider lors du laboratoire de Lampedusa avec les photos et les histoires des personnes décédées et / ou disparues lors de leurs voyages vers l’Europe. Il est fondamental d’intéresser les familles de sorte que l’on puisse les aider dans leur organisation.
§ identifier une date symbole de cette tragédie dans laquelle on puisse réaliser des actions en contemporain dans divers pays.
§ travailler à la construction d’une opération similaire a Boat4People qui parte de la Tunisie et dont l’équipage serait cette fois-ci formés par les familles des migrants morts et / ou dispersés.
o Il a aussi été signalé le besoin d’un engagement plus fort du point de vue de la recherche et de l’étude scientifique de la tragédie en cours.
o Le réseau sur le thème spécifique des personnes migrantes décédées et / ou dispersées cherchera constamment de travailler ensemble à d’autres processus. C’est dans ce sens qu’il a été proposé de contribuer à réaliser des présentations du projet Watch the Med en Tunisie e en Algérie avec l’implication des associations des parents e d’autres associations qui s’occupent du thème de la migration.
o Il a été aussi réaffirmé le soutient au processus lancé par le Comité Nouveaux Desaparecidoset de l’établissement d’un comité Méditerranée pour la réalisation d’une session du Tribunal International des Peuples sur les personnes migrantes décédées et / ou dispersées pendant leurs voyages vers l’Europe.
Il a été réaffirmé que pour réaliser tout ceci l’engagement de tous est nécessaire.
Certains ont assumé le devoir de coordonner les aires définies ci-dessus à savoir :
· L’aire juridique et l’action politique
· L’aire d’organisation ; de mobilisation et de sensibilisation.

Communication
La communication sera faite aussi bien en français qu’en anglais (nous rappelons que les amis érythréens parlent soit italien qu’anglais).
Violaine Carrère et Marie Martin s’occupent d’étudier la meilleure forme technique à fin de favoriser la communication (mailing-list, groupe de discussion, etc.). Il a été signaler que : qu’elle que soit la méthode choisi il y aura toujours quelqu’un qui assumera le rôle de modérateur. Ceci parce que le thème que nous affrontons est sensible et dangereux (nous avons tous présent l’affaire du Sinaï, par exemple). Donc quelques informations, parfois, ne seront pas transmises par courriel. Pour l’instant les communications se feront en mettant l’adresse des autres participants. Mais, toutefois, on demande à tous que dans le cas on l’on voudrait communiquer avec une seule personne que l’on utilise l’adresse personnelle celle-ci.

Meeting's Agenda:
1. BRIEF INTRODUCTION:
A few years ago, we started working on the specific issue of migrants who disappeared while trying to reach Europe. Part of this work was the workshop staged at the Tunis FSM, in 2015, as well as the following meeting among the organizations interested in continuing work on this issue.
A workshop was offered in 2012 in Monastir, during the preparations for the FSM. This workshop was titled “Disparus et mobilisations contre les morts et disparitions aux frontières” (The disappeared and mobilizations against deceased and missing along borders)
In that same context, a coalition of European and African associations organized “Operation B4P” geared at denouncing migration policies established by the member States of the European Union, and the constant violation of the human rights of those migrants who travel by sea.
In March of 2014, another atelier was offered, around the same issue, which took place within the Maghreb Migrations Social Forum. In that occasion, the main priority identified by the participants was the mapping of all formal and informal groups of relatives of migrants who were deceased or missing. As a result, we learned about the “ Collectif des Parents des Harraga” (Relatives of Harraga's Collective).
In October 2014, another similar workshop was offered within the Sabir Festival. In preparation of the workshop, an index was prepared, listing all the legal and political initiatives on this issue, both completed and ongoing (the index is attached to this report).
Among the participants to this workshop, were the families of Eritrean migrants who perished in the shipwreck of October 3rd, 2013, as well as representatives of Eritrean migrants who are organizing in Italy.
The workshop produced a document indicating conclusion based on the discussion, and proposing recommendations. These recommendations were then presented to members of the European Parliament (the document from the Lampedusa workshop, listing conclusions and recommendations, is attached to this report).
The document also identified two areas for further work:
· A legal area, for politcal/legal action and mobilization;
· A narrative area (story telling).
In addition, future meetings were scheduled, to promote continued conversation and cooperation.
FTDES organized, in December 2014, the first meeting among lawyers and activists from Italy, Algeria, Spain, and Tunisia. The dialogue that transpired from this meeting underscored the need to develop cooperation on legal proceedings, which could then inspire political action.
In March 2015, a workshop was offered as part of the World Social Forum with the participation od families of missing and deceased migrants; for the first time, a representative of the “Coordianamento Eritrea Democratica” (Democratic Eritrea Consortium) and migrants' relatives from Algeria, Tunisia, and Mexico, had the opportunity to meet and discuss.
2. HOW THE INFORMAL NETWORK SHOULD PROCEED IN ITS WORK AROUND THE ISSUE OF MIGRANTS LOST AND MISSING IN THE MEDITERRANEAN SEA
Several points emerged from the discussion:
- The network focuses on migrants who are missing or perished during their travel, and particularly on the criminal aspects of this tragedy.
- The network's geographic purview is limited, for the moment, and is based on which organizations are involved and are willing to work on this issue. Therefore, the network will focus on migrants who disappeared on their journey toward Europe, including the countries through which they traveled.
· The participants identified two main areas for further work:
o Political and legal action:
- Strengthen the connection among our lawyers; sharing all information about any legal proceedings and lawsuits being pursued in national and/or international courts. This information will be shared not only among our legal representatives but also with activists.
- Organize collective actions through political lobbies and civil society groups in order to sustain the legal proceedings that will be undertaken.
- Public awareness/mobilization/organizing
§ Support for the organization of families of deceased and/or missing migrants, both in the individual countries and trans-nationally (as is the case for Eritrean families). Support the creation of a Federation of Maghreb Families, inclusive of Moroccan, Tunisian, and Algerian families of migrants who are deceased or missing.
§ Continue with the mapping of formal and informal groups of families of missing or deceased migrants.
§ Development of a web site displaying photos and personal stories of migrants who disappeared during their journey toward Europe. This proposal was already agreed upon at the workshop in Lampedusa. To build this web site, it is absolutely necessary to involve the families, so that we can help them organize.
§ Identify a specific date that will symbolize this tragedy. Public actions in several countries can then be coordinated to take place on this date, simultaneously.
§ Work on building an operation similar to Boat4People, based in Tunis, whose crew will be staffed by family members of the deceased and missing migrants.
o The Tunis meeting indicated the need to be more active in the scientific research and study of the ongoing tragedy.
o The network working specifically on the issue of missing and deceased migrants will redouble its effort to reach out to other organizations. To this end, one idea is to cooperate in the presentation of the Watch The Med project in Tunisia and Algeria. These presentations will involve the associations of migrants' families as well as other associations working on the issue of migration.
o The meeting reiterated our support for the initiative by the New Desaparecidos Committee, who is working on developing a Mediterranean Committee. This new committee will call for a session of the People's International Tribunal focused on migrants who perished or disappeared during their journey toward Europe.
To make all of this a reality, we will need everyone's help.

Violaine Carrere and Marie Martin will identify the best logistical ways to foster communication (i.e.: mailing lists, discussion groups, etc.) Regardless of the method of communication, it is important to remember that a moderator will always be needed, due to the sensitivity of the issue and the dangers involved (think of the Sinai events, for example). Therefore, at times, some of the information may not be shared via email.
