The UN refugee agency is shocked at new information emerging on the actual scale of the tragedy in the Mediterranean after Monday’s rescue attempts by the Italian Coast Guard. Reports gathered by UNHCR from the Italian Coast Guard and the survivors in Lampedusa now suggest some 300 people are confirmed missing.

They were among migrants and refugees mainly from Sub-Saharan Africa who had left the coast of Libya in four dinghies.

“This is a tragedy on an enormous scale and a stark reminder that more lives could be lost if those seeking safety are left at the mercy of the sea. Saving lives should be our top priority. Europe cannot afford to do too little too late,” said Vincent Cochetel, UNHCR Europe Bureau Director.

Initial reports had suggested some 29 refugees and migrants died on Sunday on one dinghy. More than 110 survivors have landed in Lampedusa, after being rescued by Italian coastguards and a merchant vessel. They confirmed to UNHCR that they had left on Saturday from Libya on rubber dinghies and had been at sea for days, without food and water. Only two out of 107 passengers survived on a dinghy, and 7 out of 109 people on another one. The fourth one was reported to UNHCR by survivors, which is still missing. The youngest of the missing was a 12 year old boy.

UNHCR reiterates its concern about the lack of a strong search and rescue operation in the Mediterranean. Europe’s Triton operation, which is run by the European border protection agency Frontex, is not focused on search and rescue and is not providing the necessary tools to cope with the scale of the crises.  Saving lives must be a priority for the European Union.

At least 218,000 people, including both migrants and refugees have crossed the Mediterranean in 2014 and this trend is expected to continue in 2015.

Η Ύπατη Αρμοστεία του ΟΗΕ για τους Πρόσφυγες (Υ.Α.) είναι συγκλονισμένη από τις νέες πληροφορίες που ανακύπτουν για την πραγματική κλίμακα της τραγωδίας στη Μεσόγειο, μετά τις απόπειρες διάσωσης από την ιταλική ακτοφυλακή τη Δευτέρα. Σύμφωνα με στοιχεία  που συγκέντρωσε η Υ.Α. από την ιταλική ακτοφυλακή και τους επιζώντες στη Λαμπεντούζα, περίπου 300 άνθρωποι έχει επιβεβαιωθεί ότι αγνοούνται.

Βρίσκονταν μεταξύ των μεταναστών και προσφύγων, κυρίως από την υποσαχάρια Αφρική, οι οποίοι αναχώρησαν από τις ακτές της Λιβύης σε τέσσερις λέμβους.

«Η κλίμακα της τραγωδίας είναι τεράστια. Αποτελεί σκληρή υπενθύμιση του ότι θα μπορούσαν να χαθούν κι άλλες ζωές, εάν όσοι αναζητούν ασφάλεια αφήνονται στο έλεος της θάλασσας. Η διάσωση ανθρώπινων ζωών θα πρέπει να είναι η πρώτη μας προτεραιότητα. Η Ευρώπη δεν έχει το περιθώριο να κάνει πολύ λίγα και πολύ αργά», δήλωσε ο Vincent Cochetel, διευθυντής του Γραφείου Ευρώπης της Υ.Α.

Οι πρώτες πληροφορίες έδειχναν ότι περίπου 29 πρόσφυγες και μετανάστες που επέβαιναν σε μία λέμβο έχασαν τη ζωή τους την Κυριακή. Περισσότεροι από 110 επιζώντες κατέφθασαν στη Λαμπεντούζα, αφού διασώθηκαν από την ιταλική ακτοφυλακή και ένα εμπορικό πλοίο. Όπως επιβεβαίωσαν στην Υ.Α,. είχαν αναχωρήσει το Σάββατο από τη Λιβύη σε τέσσερα φουσκωτά σκάφη και βρίσκονταν στη θάλασσα για μέρες, χωρίς τροφή και νερό. Μόνο δύο από τους 107 επιβάτες επέζησαν στη μία από τις λέμβους και επτά από τους 109 σε μία άλλη. Οι επιζώντες ανέφεραν στην Υ.Α. την ύπαρξη της τέταρτης λέμβου, η οποία εξακολουθεί να αγνοείται. Ο μικρότερος σε ηλικία από τους αγνοούμενους είναι  ένα αγόρι 12 ετών.

Η Υ.Α. επαναλαμβάνει τη ζωτικής σημασίας ανάγκη μιας ισχυρής επιχείρησης έρευνας και διάσωσης στη Μεσόγειο. Η ευρωπαϊκή επιχείρηση Triton, την οποία διεξάγει η ευρωπαϊκή υπηρεσία προστασίας συνόρων Frontex, δεν επικεντρώνεται στην έρευνα και διάσωση και δεν παρέχει τα απαραίτητα εργαλεία για να αντιμετωπιστεί η κλίμακα της κρίσης. Η διάσωση ανθρωπίνων ζωών πρέπει να αποτελέσει προτεραιότητα για την Ευρωπαϊκή Ένωση.

Τουλάχιστον 218.000 άνθρωποι, μετανάστες και πρόσφυγες, διέσχισαν τη Μεσόγειο το 2014. Η τάση αυτή αναμένεται να συνεχιστεί το 2015.
