France, Alternative Libertaire AL #246 - Priority Education:
In fight against the dismantling of the ZEP (fr, it, pt) [machine
translation]
The new map of PTA wanted by the government in no breeze educational inequality suffered
by the working class and has the sole purpose of saving on their backs. In Ile-de-France,
personal and parents are mobilizing to him dam. ---- Peillon, Hamon, Vallaud-Belkacem. The
waltz of Ministers does not change the big show of Education PS version to power sequence
numbers illusionist to believe that the government made special efforts for education.
---- The last act of this play is the priority education: Minister grows even masquerade
to believe that the goal is to reduce educational inequalities and social reproduction in
school. Fooled, personal priority education and parents are mobilizing. This new priority
education reform is a reform without funding, since the few means available will be taken
in the remainder of Education. And objective, under cover of "pedagogy", is that of the
"school of the common core competences", that is to say a rate education for the popular
classes, to better match the education system to the requirements of employers.
Since mid-November, mobilization is constructed in priority education at various academies
in France. That said, it is not against the content of the reform that personal mobilize,
but against one aspect that affects them directly: map of priority education.
Indeed, institutions called to leave priority education fear losing the meager benefits
they had. Some are mobilizing to their establishment remains or between in priority
education, others because their classification (there are several "degrees" of priority in
the reform) does not match their needs.
Energetic mobilization
The mobilization started late, but very strong in the 92 and 93 where some institutions,
such as the Paul Eluard school in Montreuil, entering their fourth week of a strike at a
time when we write these lines. The mobilizations have seen the highlights of departmental
or regional strikes being followed, punctuated locally diverse and often very energetic
action strikes, blockades, occupations of parents, events in cities (Aulnay-sous-Bois
Colombes Neuilly-sur-Marne, Romainville), media activities, and even a sequestration
headteacher (John Mace college, Clichy-la-Garenne).
This mobilization has experienced several difficulties. The first is institutional: the
academies unveiled their maps of the priority education in a very staggered to avoid a
coordinated mobilization throughout the Ile-de-France: Paris October, mid-November
Versailles (78, 91, 92, 95) and the end of November to Creteil (77, 93, 94).
The second difficulty is related to the electoral context in the national education in
Cr?teil example, FSU played alone immediately, passing directly to Ile-de-France scale
that corresponded to nothing for institutions mobilized. In doing so, it bypassed the
possibility of self-organization at the departmental level, which is nevertheless a habit
in 93.
Despite this, institutions mobilized quickly sought to coordinate, especially on the 93 by
acquiring tools (mailing list, Facebook page ...), organizational resources (general
assemblies) and joint initiatives ( Paris demonstration of 16 December). South Education
is the only union to have strongly supported this approach, calling for frank AG and the
demonstration of 16 December, and helping their organization.
The challenge now is to put forward the issue of the lack of resources in priority
education and in general the line of sight is the end of January, when institutions take
knowledge of human resources made available for September 2015 - and which, whatever the
name of the current minister, will continue to fall.
