Some infos about new German laws and projects on the EU level for a “migration agenda” and an “evaluation” of existing regulations (I translated some more sentences):
This is about a new German law which includes stricter rules concerning detention in Dublin cases and forbids re-entry of rejected asylumseekers, especially from so-calles “safe” countries – there are doubts if especially the first point is not in contradiction to EU laws::

Der deutsche Gesetzentwurf zum Bleibe- und Aufenthaltsbeendigungsrecht ("Abschiebepaket") verletzt EU-Recht. Das Paket erkauft einige Verbesserungen für geduldete Flüchtlinge mit drastischen und inakzeptablen Verschärfungen insbesondere
· bei der Abschiebehaft für Dublin-Flüchtlinge und
· bei der Verhängung von EU-weiten Wiedereinreisesperren für abgelehnte Asylsuchende. Das betrifft insbesondere auch Menschen aus sicheren Herkunftsländern.
Es bestehen vor allem beim ersten Punkt erhebliche Zweifel, dass der Gesetzentwurf mit EU-Recht vereinbar ist.

This is about a new working programm of the EU Commission for 2015, called “European Migration Agenda” – see quotation below:
Die EU-Kommission hat gestern außerdem ihr neues Arbeitsprogramm für 2015 vorgelegt. Sie plant eine "Europäische Migrationsagenda". Dabei soll ein erleichterter Zugang zur EU für "nützliche" Arbeitsmigranten erkauft werden mit einem verstärkten Kampf gegen irreguläre MigrantInnen, zu denen bekanntermaßen auch Flüchtlinge zählen. Im Wortlaut: "The objective is to develop a new approach on legal migration to make the EU an attractive destination for talents and skills, as well as to improve the management of migration by intensifying cooperation with third countries, fostering burden sharing and solidarity and fighting against irregular migration and smuggling. Also the commission for interior affairs of the EU Parliamentwill work on migration in 2015 and develop a “holistic approach towards migration”.
Auch der Innenausschuss des Europäischen Parlaments hat für das kommenden Jahr den Arbeitsschwerpunkt Migration. Es soll ein "ganzheitlicher Ansatz zu Migration" entwickelt werden.
The EU Commission will evaluate the following regulations:
- Visa Information System: Evaluation of Regulation 767/2008 concerning the Visa Information System (VIS) and the exchange of data between Member States on short-stay visas (VIS Regulation) and 2004/512/EC Council Decision of 8 June 2004 establishing the Visa Information System (VIS), Regulation 810/2009) and Decision 2008/633.
- Unauthorised entry, transit and residence: Evaluation of Directive 2002/90/EC defining the facilitation of unauthorised entry, transit and residence and of Council Framework Decision 2002/946/JHA on the strengthening of the penal framework to prevent the facilitation of unauthorised entry, transit and residence to reconciling effective fight against smuggling with the need to avoid criminalising humanitarian assistance.
- FRONTEX including Rapid Border Intervention Teams: Evaluation of Regulation (EC) No 2007/2004 establishing a European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union.
- Fight against organised crime: Evaluation of Council Framework Decision 2008/841/JHA.
- Legal migration: Fitness check of
- Directive 2009/50/EC of 25 May 2009 on the conditions of entry and residence of
- third-country nationals for the purposes of highly qualified employment (Blue Card)
- Directive 2003/109/EC of 25 November 2003 concerning the status of third-country
- nationals who are long-term residents
- Directive 2011/98/EU of 13 December 2011 on a single application procedure for a
- single permit for third-country nationals to reside and work in the territory of a
- Member State and on a common set of rights for third-country workers legally
- residing in a Member State (Single Permit)
To assess the fitness of current legal migration acquis and propose possible changes.
