Because the current view was that detergents pose no great hazards to environment, or just a moderate, mild hazard.
An example of  the broadly accepted view on detergents:
"... it may be said that detergents are not harmful in themselves..." - it is written in
Water Treatment Handbook, Degremont, Rueil-Malmaison (France) 1973, on page 549.
