Here in Bethlehem, as well as in most major centers in the country, access to public mass
transport is by entitled in law, something undeniable. However, to arrive at this service,
lots of we are charged. Especially when we talk in public transport free public - FREE
PASS STUDENT AND RATE ZERO - what many imagine to be impossible because such a feat is
actually can happen, but without the numerous obstacles placed mistakenly or purposely
(believe in the second case) by Superintendent of Business Mobility City of Bethlehem
(Semob) and by Mayor Zenaldo Coutinho. ---- The debate started at the zero rate early
1990, the city of S?o Paul, during the administration of former mayor Luiza Erundina
(1989-1992), when the then municipal secretary of transportation, Lucius Gregori, created
the design for zero tariff aiming to democratize access to
transportation, putting him in position
other public services, such as collection
Garbage and health, which are funded by
taxes. According to Gregori, there
ways to propose to zero rate through
reform of tax collection
" progressive " ( those that increase in
proportion, such as the property taxes. as
most expensive car of the person, the higher the property taxes ).
Besides property taxes, we could also cite the
increase in the property tax rate from banks and
unused land, and a greater
taxation for medium and
large.
So, besides proposing a transport
public truth without excluding
people who can not pay for this
service, means a zero tariff
income redistribution. Would no longer be
users and bus users to pay
for this service, but the areas most
rich society.
To engineer and author of the project,
" the idea of ??free public transport is so
possible as the public school
free, free of public health,
public safety, garbage collection and
a number of services which are paid by
prefectures, with our taxes. The
problem is that, in Brazil, transport
public has become such a profitable business and
powerful that it is almost untouchable. "
Our purpose is to show that YES is
possible, yes, vislumbrarmos a horizon
Free Pass in the struggle for the bus
Bel?m and the metropolitan area.
A first argument is that the Pass
Free is not unconstitutional because
was
already established in the 1988 Constitution (Art.
208, VII); and it is not illegal because
contained in the law of the guidelines and bases
National Education ( Law 9.394/1996, arts.
10 and 11 VII, VI). Thus, while
formalization in law, does not seem
imaginary or abstruse this fight for more
advance in popular achievements.
