The person who posted this captioned it "Haredi Chuck Norris." I doubt that the person in the picture knows who Chuck Norris is.

The picture was taken at a Thursday demonstration in Jerusalem (yes, right under that ugly bridge) against the withdrawal of yeshiva funding and the arrest of an AWOL yeshiva student.
