CHANGE OF PLANS!

Frightened by the growing evidence that the GOP's debt ceiling threat is a political catastrophe, John Boehner now announces a New Plan. They will raise the debt ceiling . . . uh . . . for six weeks . . . . but they also will keep the government shut down (which is only slightly less unpopular) . . . and  . . .  uh . . . well. . . they may still decide later to throw the government into default
