YES OR NO?

Obama says he doesn't HAVE to ask Congress for permission to attack Syria, but he wants their support. Two interesting aspects of this: One, has he set a precedent now for himself and future presidents to ask for a vote, after several presidents have insisted that it's not necessary? Two, what will the Republicans do - especially the ones who never want to vote with Obama on ANYTHING?
