Requirements:
A three year tertiary qualification in Law coupled with extensive knowledge of the South African mining regulatory framework and management experience and a valid driver’s licence PLUS the following key competencies:
Knowledge: South African mining industry and policy framework (including policies, bills and legislation development); Transformation framework; Managerial principles and Budget; Parliamentary processes; Mining prescripts of major mining jurisdictions.
Skills: Leadership and management; Decision making capabilities
Communication: Communication at all levels (including high level communication between Government departments as well as private organisations and institutions); Sound communication (verbal and written) Public speaking; Report writing.
Creativity: Innovative and creative thinking capabilities; Ability to implement innovative policy direction.
Note: A Magister Legum will be an added advantage.

Duties:
Manage the development, review and implementation of the legislative and policy framework and integrate Regulatory Impact Assessment (RIA) principles.; Ensure effective and efficient management of the Chief Directorate (budgets, administrative systems and control, compliance with the Public Financial Management Act, 1999 (Act 1 of 1999) (PFMA), etc.; Ensure the appointment, motivation, training and performance of adequate and suitably qualified staff; Monitor the developments (national and international) and the broad legislative framework in the mining sector Maintain currency in Directorate in respect of applicable prescripts, policies and procedures; Advise on the implementation and application of the legislative framework; Provide operational leadership pertaining to development, maintenance and implementation of a legislative framework; Identify shortcomings in the exploitation of minerals and the functioning of the mining industry; Research and draft legislative interventions to address these shortcomings; Consult with stakeholders on draft legislative interventions
