Requirements:
A recognised three-year post graduate management qualification, backed by delivery track record and at least five years’ experience in managing Primary Health Care Services. Other skills and requirements: Good understanding of the public health sector and the District Health System. Understanding of National Health Insurance and Primary Health Care Re-engineering. Able to work strategically, under pressure and independently. Pro-active manager with strong decision-making abilities. Ability to analyse policy and advice on implementation. Monitoring and Evaluation, negotiation. Basic research skills. Ability to communicate.
Duties:
Key Responsibilities: Facilitate and ensure an overall system and process for strategic planning, monitoring and review of delivery against strategic objectives for district health services. Good people management skills, ability to develop relationships across diverse groups of stakeholders. Liaison with Local Government, Districts, Hospitals, other departments and external stakeholders. Support to District Managers on PHC re-engineering, PHC facilities Supervisory Manual implementation, facility Improvement, financial resource and performance management as well as reporting and recording. Co-ordinate memorandum of understanding, service level agreement, health expenditure review, district health planning. Develop a liaison model that allows the districts to engage with Central Office in an integrated manner. Share best practices for district development with district managers.
