Requirements:
Applicants must be in a possession of a Bachelor’s degree in Social Sciences and/or Natural Sciences. Practical experience in land or land reform administration. A sound knowledge of the Republic of South Africa’s cadastral and deeds systems. Training or experience in mediation and facilitation techniques as well as knowledge of structures and dynamics of communities living around forests. Good knowledge of land reform legislation. Good communication (verbal and written), report writing, interpersonal and project management skills. Computer skills in MS Office software. A valid driver’s licence.
Duties:
The incumbent will be responsible to facilitate and monitor compliance with land reform, land use and assets management, land rights, community liaison and mediation requirements with forestry lease contractors. Monitor and report compliance with provisions of the lease agreement regarding the identified and agreed to list of land uses and assets including evaluation to maintenance of fences and electrical installations through regular inspections. Mediate and facilitate between different parties in case of boundary line disputes. Provide key information and knowledge on the forestry sector. Indemnify tenants against damages suffered as a result of lessor’s non-compliance with obligations in terms of the lease. Monitor and facilitate the resolution of land claims on lease forestry land. Facilitate the resolution of land claims on forestry land to be leased. Ensure Regional Coordinating Committee (RCC) meetings take place in the regions. Represent the Department in settlement negotiations with claimants. Monitor and report on the resolution of land claims on forestry land to be leased. Monitor and facilitate the resolution of unlawful land invasions. Mediate and facilitate the resolution of disputes. Represent the Department in arbitration actions. Monitor land invasions on leased forestry land. Mediate and facilitate in individual cases.
