Is National Conversation meant to be serious?

The Natcon has been a govt initiative to discuss about the future of the country and the well being of the people. I think this is the agenda. And I think this is a very serious matter and should include bread and butter issues. Or should the Natcon be about painting a wonderful future, a fantasy land to feel good about?
