(en) France, Alternative Libertaire AL #225 - Neocolonialism: Globalization, the highest stage of colonization (fr)

Globalization entails the gradual recovery of the world by the ultra-liberal economic
model and requires the free reign of the former colonial countries. Far from being over,
the colonial system is thereby renewed and widespread. ---- " Colonialism is a system of
frenzied exploitation of huge masses of people, which has its origin in the violence and
only sustained by violence . " Thus Aim? C?saire described the colonial reality. Racism
is one of the forms in which this reality. Colonization is operating for the benefit of
metropolitan industrial companies, natural resources of the colony through infrastructure
exclusively for the production and export of colonial goods, railways, mines, plantations
and colonial ports ... The mechanism implies that the colony remains only producer of raw
materials, without processing industries, economically dependent.

Since the collapse, in the 1960s, the colonial system, including through the uprising of
colonized peoples, independence remain theoretical, mostly implemented by the former
authorities, in collaboration with their local allies. In fact, according to the logic
ultra-liberal governments of these countries are only subcontractors colonial rule.
Globalization is about the gradual recovery of the world by the liberal economic model,
with the tools of governance institutions such as the IMF, WTO and the World Bank. The
influence of rich countries on poor countries is even heavier than before.

Political domination, economic and military

The colonial mechanism can be summarized in three characteristics: political domination,
economic and military, with racism as a common denominator. Politically and
diplomatically, the influence of the French government on the political leaders of African
states is exercised through networks of influence, including more effective go through
intelligence provided by the embassies. Foccart Gaullist networks and Pasqua and
Mitterrand chose African heads of state, organized coups and assassination of those who
refused orders from Paris. These networks politico-military mafia is still active, the
Fran?afrique uninhibited speech Sarkozy in Dakar to a certain "gauchafrique" after the new
political French.

The racist dimension of globalization

Economically, the amounts paid by the French government under the ODA goal is to create
markets for French companies (Bouygues, Bollor?, Areva, Total, BNP, etc.).. France remains
the leading supplier and customer first in Africa. In the "backyard", French companies
dominate the economy. Privatizations (water, electricity, telephone) only increase the grip.

Militarily, since independence, defense agreements were signed with France and give the
former colonial right to intervene in the African country signatory "for its internal and
external defense." France has bases in Africa that allow it to perform military
operations: Operation Turquoise and complicity in genocide in Rwanda, Force Licorne in
C?te d'Ivoire. Currently in Mali, France uses the Islamist threat as an excuse. France
also form the framework of the armed forces and gendarmerie its African partners.

Globalization as an instrument of domination used systemic racism, as in the colonial era.
Western nationals and sometimes the descendants of early settlers continue to maintain
their dominance and influence economic policy in the South. In the context of
ultra-liberalism, whites no longer need the administrations of cities to plunder and
exploit statist. The cultural imperialism of the West imposes undivided increasingly
destroying livelihoods and local cultures. It is also expressed through the Francophonie,
club heads of state funded pro-French Paris.

Pretexts progressive

The ideological dimension, hyperactivated by the theory of the clash of civilizations is
pervasive and racist stereotypes continue to belittle people and represent South Africans
and Muslims as barbarians. Moral pretexts for military intervention yesterday (bring
democracy, progress, health, "civilization" ...) are combined with new (rights of women,
minorities, humanitarian ...). In the name of universalism, we continue to excuse some
progressive values ??to assert the moral superiority of the West.

Colonization is a violent domination which progresses over time by the fait accompli,
control over land and a people until his enslavement and destruction, physical or
cultural, in order to establish the hegemony of the Western model. Today, with
globalization, this model dominates the planet.

Globalization is a new form of colonization, which, far from being resolved, continues his
"work" on a planet far westernized capitalist rule.

It is politically important to define and face including right-wing activists who claim
responsibility ideological internationalism in the advent of globalization.
