Fifth Zrenjanin Antifascist Festival (ZAF) will be held on 5th and 6th of October 2012. in
the Cultural Center of Zrenjanin We see ZAF mainly as an opportunity to confirm local and
strengthen Balkan anti-authoritarian relations. Although the festival is largely oriented
towards the Balkans, with the book fair segment that is the offspring of the Balkan
Anarchist Book fair, ZAF is open for all anti-authoritarians interested in cooperation
based on solidarity and mutual aid. ---- During the second day of the festival (6th of
October), as a part of the program of ZAF, an anarchist book fair will be held. ----
Friday, 5th of October ---- 14h Lunch ---- 16h History of anarchism in Serbia ---- History
of anarchism in our region is for the most part almost unknown ? this creates a false
impression that it doesn't exist.
On the contrary, in the period from 1904. to 1912. there were a couple active anarchist
and syndicalist groups in Serbia. In the 19th century a group of socialists from Serbia
was closely connected with Bakunin, and later followers of Johann Most appeared. To this
we should also add the influence that Proudhon had on first socialists in Serbia.
In the period from 1904. to 1912. there were a few anarchist and syndicalist groups in
Serbia, very active inside the labor movement and connected with anarchists from the
region. Besides their activities and character we will also take notice of the relation
that these groups had towards the earlier 19th century socialism from the region, as well
as towards Marxists who consolidated themselves in the beginning of the 20th century.
We will also discuss differences between these groups and currents, and their relation
towards national liberation, capitalism and industrialization, and question why anarchism
didn't develop in a more massive movement in this area, and what caused the later
prevalence of Marxism.
18h Mujeres Libres ? Free Women of Spain
(a discussion with Vanda Perovi?, historian)
Founded in 1936 during the Spanish civil war by a group of women in Madrid and Barcelona,
Mujeres Libres was a 30 000 strong organization dedicated to the liberation of women from
their ?triple enslavement to ignorance, as women and as producers?. Although the
anarcho-syndicalist movement in Spain was dedicated to overcoming all forms of domination
(including the domination of men over women), the women who founded the movement argued
that women and their specific problems were marginalized in the movement and needed
special preparation to overcome their subordination and to take their place in the new
society. They organized an independent women?s organization based on anarchist
collectivist and communalist principles of self help and solidarity organizing schools,
child care, printed newspapers, announcements. They were not supported by the national
anarcho-syndicalist organization CNT and FAI.

(EU migration policy in Serbia and the possibilities of resistance)
In the recent years, Serbia has turned from a country of transit for undocumented migrants
into a country where migrants are stuck for increasingly longer periods of time. Under the
pressure of approaching the EU membership, Serbia has developed its independent asylum
system and reinforced border controls and deportation mechanism on the border with
Macedonia. It has also obediently cooperated with the EU's efforts to keep migrants out of
EU -- it has signed the readmission agreement with the EU and developed the cooperation
with Frontex, the EU agency for the management and operational cooperation on the external
borders of the EU.
The result of this is the increased repression of migrants in Serbia. Hundreds of
undocumented migrants living in make-shift jungles close to the Schengen border with
Hungary (especially in Subotica) are daily persecuted by the police and fear violence,
arrest, detention and deportation. Since the creation of asylum system in 2008, nobody has
gotten the refugee status and in recent times, the asylum seekers open centers often do
not have space to house all asylum seekers. What is additionally worrying are the racist
protests and mobilizations against the presence of asylum seekers open centers in their
locality -- and as of yet a complete lack of migrant solidarity mobilizations, and a
relative lack of a discourse, critical of the repressive EU policies and their
externalization in Serbia.
In this discussion, we will first flesh out some details of the externalization of the EU
migration policy to Serbia and the situation of migrants in Serbia. We will then open up
the discussion to reflect together about the possibilities of resistance, by referring to
self-organized struggles and migrant solidarity struggles elsewhere. The border is
everywhere -- but the resistance is everywhere too.
