David Cameron defends foreign aid budget ahead of 'hunger summit'

Foreign Aid OK for the poorest communities in Africa.  Conditionalities should be attached to foreign aid. Foreign aid should be accessible on projects/programmes basis rather than on budget support basis. Each nation that is eligible to UK foreign aid should submit funding proposals to UK government and compete with other  nations.  Each programme/projet should be funded on merit and not on British linguistic, political and economic interests.

In Rwanda,  the war criminal and dictator Paul Kagame has been using foreign aid as green light to kill his own people in Rwanda  and beyond Rwandan borders, to suppresses democracy and political freedom.   Foreign aid provides employment opportunities and cash that benefit Kagame’s cronies and Tutsi who are dominating and controlling all military, legal , parliamentary,  government and political institutions in Rwanda.  Foreign aid based on budget support contributes to sustain dictatorship and human rights abuses.

David Cameron has defended the continuation of the Government's overseas aid programme at a time of austerity saying that children around the world were starving while the country was focused on Olympic medals.
