5.                          This paper formulated a fundamentally new solution to the problem of selecting criteria for identification and assessing environmental hazards of chemical pollutants, toxicants.

Before this paper:
The list of criteria to indentify environmental hazards from a given chemical or man-made factor was incomplete and unstructured, shapeless, almost chaotic. Because the list of the criteria was incomplete,  its application was sometimes non-efficient in identifying hazards of pollutants. As a result, some chemicals were wrongly considered as non-dangerous to the health of environment.

After this paper:
The list of the criteria became more stuctured, well-organized. New criteria were included. The list became more objective. As a result, this systen  of criteria led to identification of new environmental hazards from specific chemicals.
